Program Manager

We are pleased to announce an opening for a senior engineer who will join our Engineering Services Team in the National Capitol Region and become part of our rapidly growing technology company operating in missile defense, cybersecurity, test range modernization, and space control marketspaces. Qualified candidates will be part of an exceptional team supporting the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) Research, Development, Test & Evaluation, Engineering, and Technical Support (RETS) IDIQ contract. The candidate will serve as a key senior member of the RETS technical team and IDIQ Program Manager.

Duties include:

  • Responsible for the overall management of the IDIQ contract and all subsequent task orders.
  • Provide technical support to the complex, technical RETS IDIQ and relevant Task Orders (TOs)
  • Provide mission engineering, modeling & simulation, developmental test & evaluation, and operations research support
  • Review technical data and documentation and provide analyses and recommendations
  • Participating in nou Systems, Inc. business development activities and representing nSI senior leadership in the NCR

Basic Qualifications:

At a minimum, qualified candidates must:

  • Experience in developing, implementing, and executing effective plans for overall contract management, contract administration, security and training and quality assurance.
  • Experience with and have the authority to provide regulatory compliance and approval of all contract related expenses.
  • Must be capable of planning, directing and coordinating the work activity of all personnel involved in all aspects of the contract and integrate problem resolution in the ongoing work without loss of fiscal integrity and work force efficiency.
  • At least five (5) years demonstrated experience in a supervisory capacity in planning, developing, and executing major research and development efforts for defense organizations.
  • A minimum of ten (10) years of experience as a program manager providing support to contracts of a similar size, scope and complexity is highly desirable.
  • Master's degree in technical fields such as engineering, mathematics, physical sciences, or computer science.
  • At least 20 years of full-time professional experience in a technical field related to the technical analysis of complex Department of Defense (DoD) weapon systems.
  • Be eligible to obtain or have an active SECRET clearance.

Preferred Qualifications:

  • Experience in leading large teams with diverse skillsets that produce quality, data-driven products
  • Familiarity with OUSD(R&E)
  • Work independently and/or leads sub-teams, applying engineering rigor to analyze and resolve problems.
  • Excellent written and oral communication skills and experience briefing senior leaders (e.g., flag officers, SESs)
  • Experience building new business through a proven business network
