Program Specialist

The Family Support Division (FSD) is seeking professional candidates for Program Specialist positions in the FSD Security Systems Unit. These positions will be located in Cole County/Jefferson City based at 615 Howerton Court Jefferson City, MO.

Responsibilities - What you’ll do

The Security Unit Program Specialists provides an Identity and Access Management analyst function. You will play a critical role in safeguarding access to systems and data that support Missouri Families. You will help ensure that staff and partners have the right access to the correct resources, at the right time, while maintaining compliance with State and Federal security standards. This is an excellent opportunity to launch your career in IAM and public services.

The essential duties and responsibilities include, but are not limited to:

  • Act as a Security Officer and Assist with the provisioning and de-provisioning of user accounts for FSD staff, contractors, and partners across DSS systems.
  • Support onboarding and offboarding processes by ensuring timely and accurate access setup and removal.
  • Respond to access-related service requests and troubleshoot basic authentication or system access issues.
  • Serve as a primary support contact for Agency and Contract staff experiencing authentication, password, or system access issues.
  • Strictly enforce Role-Based Access Controls (RBAC) to ensure access aligns precisely with job duties (e.g., Caseworker, Supervisor, Auditor).
  • Help maintain documentation of IAM procedures, workflows, and access control policies.
  • Participate in periodic access reviews and audits to ensure compliance with DSS and FSD Income Maintenance (IM) security policies and federal regulations (e.g., HIPAA, FTI, CJIS).
  • Learn and apply IAM principles such as least privilege, role-based access control (RBAC), and segregation of duties.
  • Collaborate with ITSD Security, HR, and program teams to ensure access aligns with job responsibilities.
  • Stay informed about IAM best practices and DSS security standards.
Qualifications - All you need for success

Two or more years of experience in a professional or technical job classification with the Missouri Uniform Classification and Pay System in the Missouri Department of Social Services; and possession of a high school diploma or proof of high school equivalency.

OR

A Bachelor’s degree from an accredited college or university; and,

Four or more years of professional or technical experience providing social services; or conducting investigations or audits of social service providers, recipients, and/or applicants.

(24 earned graduate credit hours from an accredited college or university in social or behavioral sciences, Public or Business Administration, or a closely related field may substitute for one year of the stated experience.)

(A Master’s degree from an accredited college or university in social or behavioral sciences, Public or Business Administration, or a closely related field may substitute for two years of the stated experience.)

(Additional qualifying experience may substitute year-for-year for deficiencies in the required education.)

Preferred Skills:

  • Basic understanding of user account management, IAM concepts and security principles.
  • Familiarity with Microsoft Active Directory, Office 365 Suite, or similar platforms is a plus.
  • Familiarity with data security principles
  • Strong commitment to confidentiality and ethics in handling sensitive client and employee data.
  • Strong attention to detail, organizational skills, process oriented and a willingness to learn.
  • Effective communication and customer service skills, especially in a public service setting
