In accordance with the agreement between the Organization of School Administrators (OSAS) and the Board of Education of the School District of the City of Detroit, Table of Contents, Section 7.0 Promotions, the following vacancy is announced:

Position Summary

The HR Talent Manager serves as the Human Resources primary point of contact assigned to a set of District clients (school group or central office department(s)). The Talent Manager advises and provides customer service support covering a wide range of HR functions, including workforce planning, succession management, talent management, performance management, employee retention, and leave management. The Talent Manager provides strategic support to campus and central office leaders to proactively address HR-related needs and implement solutions that are in alignment with District mission and vision, reflect the District's core values, and support DPSCD¿s strategic effort to attract, develop, and retain exceptional talent that will serve students well. The Talent Manager collaborates with other key departments and provides on-site support when necessary.

Minimum Qualifications

  • Bachelor's degree from an accredited college/university in business administration, human resources, public administration, management, or related field required.
  • Master's or other graduate degree preferred.
  • Minimum of five (5) years of verifiable experience providing human resources and/or organizational development consulting, including at least two (2) years of direct management experience.
  • Must demonstrate proficiency with the following computer software programs: Office 365 applications and SharePoint, PeopleSoft HCM, Talemetry (or similar recruitment platforms), other Enterprise resource planning (ERP) systems, or other related software programs.
  • Demonstrated knowledge of multiple human resource disciplines, including talent recruitment, staffing, consulting and administrative services, and knowledge of federal and state employment laws.

Essential Functions

  • Collaborates with hiring managers and recruiters to assist with the planning, organizing, and leadership of recruitment and staffing activity that leads to the attraction, engagement, and retention of exceptional, diverse talent.
  • Support a portfolio of school sites or central office departments with their staffing needs, including:
  • Clearly communicate expectations for the hiring process and follow through on timelines for candidate cultivation and hiring.
  • Contribute to a positive culture grounded in continuous improvement and a commitment to setting and meeting key performance goals.
  • Provide leadership in efforts to develop and implement a more efficient, paperless hiring and onboarding process.
  • Collect, analyze, and manage the integrity of real-time staffing data to measure progress toward school staffing goals and inform recruitment activities. Regularly report against historical data to continuously improve practice.
  • Implement consistent systems and processes related to the lifecycle of employee recruitment, hiring, retention, and exit.
  • Maintain relationships with new hires to build a professional network for future candidate referrals
  • Support year-round efforts to recruit candidates via virtual and in-person methods
  • Proactively engage contacts in Benefits and Compensation, Payroll, Human Resources, etc., to obtain key information when constituents require assistance
  • Coordinates and assists in various annual activities and ad-hoc projects, including preliminary and final budget meetings.
  • Attend appropriate HR and business function staff meetings
  • Perform other duties as assigned.

Security Clearance:

Internal Applicants

If you are a current Detroit Public Schools Community District employee, you do not have to submit to a new security clearance, unless your new role requires a different type of criminal background check.
