The Data Research Analyst collects and analyzes data from multiple sources and uses it to forecast trends to try and predict future behavior/performance. This position will integrate data from multiple quantitative and qualitative data sources, use a variety of analytical methods to uncover unique insights, and craft a story of the data in a way that inspires action. This role also consults with various departments to understand their business objectives, key challenges, and then help to define and execute strategies.

Essential Functions and Responsibilities:

  • Identifies and analyzes trends and forecasts and recommends improvements to the business processes.
  • Organizes and analyzes data, creating charts and graphs, and presenting your findings to the leadership team in Tableau.
  • Uses data analysis and interpretations to guide the decision-making of the business.
  • Analyzes past operations' results and performs variance analyses.
  • Uses operations data to develop impact models and identify areas for improvement.
  • Uses statistical, economic, and data modeling techniques and tools.
  • Provides recommendations to improve future business operations.
  • Organizes and stores data for future research projects.
  • Evaluates processes, policies, and protocols for efficiency and improvements.
  • Gathers data from other similarly situated cities and analyzes their resources and impact.
  • Obtains data to design surveys and assess customer preferences.
  • Provides vital information to help make decisions on the allocation of resources and implementation of programming.
  • Identifies trends and produces forecasts that inform planning and program delivery.
  • Prepares reports and presentations that clearly connect insights to decisions.
  • Collects and analyzes data on customer demographics, preferences, needs, and habits to identify potential markets and factors affecting resource demand
  • Prepares reports of findings, illustrating data graphically and translating complex findings into written text.
  • Performs other assigned duties as assigned.

Knowledge, Skills and Abilities:

  • Data Utilization: Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.
  • Human Interaction: Requires the ability to provide guidance, assistance and/or interpretation to others, such as coworkers and the public, on how to apply policies, procedures and standards to specific situations.
  • Equipment, Machinery, Tools and Materials Use: Requires the ability to operate and perform complex rapid adjustment on equipment, machinery and tools such as personal computers, modems, and/or related materials used in performing essential functions.
  • Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as, technical operating manuals, requisitions, procedures, and non-routine correspondence.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, and decimals; requires the ability to interpret descriptive statistics.
  • Functional Reasoning: Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objective
  • Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable or verifiable criteria.
  • Environmental Factors: Work is normally performed under generally safe and comfortable conditions without exposure to adverse environmental conditions.
  • Physical Requirements: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five (5) to ten (10) pounds, such as computer hardware. Tasks may involve extended periods of time at a keyboard or workstation.
  • Sensory Requirements: Requires the ability to recognize and identify individual characteristics of colors, shapes, and sounds textures associated with job-related objects, materials and tasks, such as installing new software.

Qualifications


A Bachelor’s degree in Economics, Finance, Statistics, Computer Science or a closely related field; plus two years experience in a data analytics role or research oriented capacity. OR an equivalent combination of education, training, and experience.

Qualifying experience must include:

  • Reading and analyzing periodicals, business reports, correspondence and procedure manuals.
  • Writing reports, business correspondence, and procedure manuals.
  • Effectively presenting information and responding to questions from groups of managers, customers, team members and the general public.

Preferences:

  • Strong SQL and data modeling skills; experience manipulating large & complex datasets.
  • Proficiency with Tableau (or similar BI tools).
  • Experience with ArcGIS/Esri products.
  • Expertise with Microsoft Office and Google Workspace Suites.
  • Familiarity with data modeling software.

Veterans Preference Points

City Residence Preference Points

City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
