Project Construction Manager – Utilities

China Civil Engineering Construction Corporation (CCECC) – Dubai Branch is currently hiring an experienced Project Construction Manager – Utilities for an ongoing RTA roads and infrastructure project in Dubai.

The ideal candidate should have strong experience in managing utility works within major road, bridge, underpass, infrastructure, and RTA-related projects. The role requires effective coordination with consultants, subcontractors, authorities, and internal project teams to ensure the successful execution of all utility construction activities as per project requirements, specifications, safety standards, and approved schedules.

Key Responsibilities

Manage and supervise all utility construction activities, including wet and dry utilities, within the project scope.

Lead site teams, engineers, supervisors, subcontractors, and construction staff to ensure smooth execution of works.

Coordinate with RTA, consultants, authorities, subcontractors, and internal departments for utility-related approvals, inspections, and progress.

Review drawings, method statements, material approvals, shop drawings, and work schedules related to utility works.

Ensure construction activities are carried out in line with approved drawings, project specifications, quality standards, and safety requirements.

Monitor daily site progress and ensure works are completed as per the approved project programme.

Identify site constraints, technical issues, authority interface issues, and construction risks, and provide practical solutions.

Coordinate with planning, QA/QC, HSE, commercial, and technical teams to support project delivery.

Ensure proper manpower, equipment, and material planning for utility construction activities.

Attend project meetings and provide progress updates to senior management, consultants, and client representatives.

Ensure compliance with RTA standards, authority requirements, and company procedures.

Requirements

Bachelor’s Degree in Civil Engineering or a related discipline.

Minimum 15 years of experience in infrastructure construction, with strong experience in utility works.

Previous experience in RTA road and infrastructure projects in Dubai is mandatory.

Strong knowledge of wet utilities and dry utilities, including DEWA, Dubai Municipality, Etisalat, DU, RTA, drainage, sewerage, stormwater, irrigation, street lighting, and related utility networks.

Proven experience in managing large site teams and subcontractors.

Strong coordination, leadership, problem-solving, and communication skills.

Ability to handle fast-track construction projects and work under pressure.

Candidates must be available in the UAE.

Immediate joiners will be preferred.

Preferred Candidate Profile

Experience working with main contractors on major roads, bridges, underpasses, and infrastructure projects in Dubai.

Strong authority coordination experience.

Good understanding of RTA project requirements and consultant coordination procedures.

Pay: AED15,000.00 - AED25,000.00 per month
