Utility Construction Manager (Dubai RTA Exp only)

China Civil Engineering Construction Corporation (CCECC) Dubai Branch is looking for an experienced Utility Manager for an RTA infrastructure project in Dubai.

The candidate must have strong experience in managing utility works for major roads and infrastructure projects, including coordination, authority approvals, diversion/protection works, shop drawings, site execution, inspections, and consultant/client coordination. Previous experience on RTA projects in Dubai is highly preferred.

Key Responsibilities

Manage and supervise all utility-related works for the project, including dry and wet utilities.

Coordinate with RTA, Dubai Municipality, DEWA, Etisalat/e&, Du, Dubai South, DCD, and other relevant authorities as required.

Review utility drawings, shop drawings, diversion proposals, protection details, as-built drawings, and related technical submissions.

Coordinate with consultants, subcontractors, engineers, surveyors, planning team, QA/QC team, HSE team, and construction team to ensure smooth execution of utility works.

Monitor site progress and ensure utility works are completed as per approved drawings, specifications, project programme, authority requirements, and safety standards.

Identify utility clashes, site constraints, design issues, and authority-related risks, and propose practical solutions.

Manage NOC requirements, inspection requests, authority approvals, trial pits, utility detection, diversion works, protection works, and handover documentation.

Ensure proper coordination between utility works and road works, structures, drainage, street lighting, traffic signals, ITS, irrigation, and other infrastructure activities.

Attend project meetings with client, consultant, authorities, subcontractors, and internal project teams.

Prepare progress updates, technical reports, look-ahead plans, and utility coordination reports.

Ensure all utility works are delivered safely, on time, and in line with project quality requirements.

Requirements

Bachelor’s Degree in Civil Engineering or a related field.

Minimum 15 years of total experience in infrastructure/utility works.

Minimum 5 years of UAE experience in roads and infrastructure projects.

Previous experience in RTA projects in Dubai is mandatory/preferred.

Strong experience in both dry utilities and wet utilities, including utility diversion, protection, relocation, coordination, and authority approvals.

Good knowledge of UAE authority procedures, NOC processes, inspection requirements, and project handover documentation.

Strong technical understanding of utility drawings, profiles, cross sections, levels, and interface coordination.

Ability to manage multiple teams, subcontractors, and authority-related activities.

Excellent coordination, leadership, communication, and problem-solving skills.

Candidates available in the UAE will be preferred.

Preferred Candidate

Experience with main contractors on major RTA road, infrastructure projects in Dubai.

Strong background in utility coordination, authority approvals, and site execution.

Ability to handle high-pressure project environments and urgent submission requirements.

Pay: AED18,000.00 - AED25,000.00 per month
