ABOUT THE ROLE

Techno is seeking a Project Control Manager to support a high profile, large scale infrastructure program within the Program Controls division. This role sits at the center of a complex, multi package construction effort involving significant underground and transportation related work across an active corridor.

You will take ownership of the full project controls function, shaping how cost, schedule, risk, and change are managed across the program lifecycle. From establishing frameworks and tools to driving reporting and executive level insights, this role is both strategic and hands on. You will work closely with senior leadership and technical stakeholders, helping guide critical decisions on one of the region's most visible and technically demanding capital programs.

This role is ideal for someone who understands how to build and lead project controls in a high stakes environment and is comfortable interfacing with executive leadership while maintaining strong command of the technical details.


WHAT YOU'LL DO

  • Lead and oversee all project controls functions including cost management, scheduling, risk analysis, change management, and program reporting across multiple workstreams

  • Establish and refine project controls frameworks, workflows, and governance structures from program initiation through closeout

  • Develop and manage integrated cost and schedule baselines, ensuring alignment across disciplines and contract packages

  • Oversee change management processes including evaluation, tracking, forecasting, and reporting of change orders and claims

  • Drive risk identification, quantification, and mitigation strategies in coordination with project leadership and technical teams

  • Implement and optimize project controls tools, systems, and reporting dashboards to support accurate and timely decision making

  • Prepare and present detailed program reports, forecasts, and performance analyses to senior leadership and executive stakeholders

  • Collaborate with construction, engineering, and commercial teams to ensure controls processes are embedded across all phases of delivery

  • Manage and mentor project controls staff, ensuring consistency, accuracy, and adherence to established standards

  • Serve as a key liaison between project teams and executive leadership, translating complex data into clear and actionable insights



QUALIFICATIONS

  • 15+ years of experience in project controls within heavy civil or infrastructure construction environments

  • Proven experience managing cost, schedule, change, and risk functions on large scale, multi contract capital programs from initiation through completion

  • Strong background in change order management including evaluation, negotiation support, and impact analysis

  • Deep understanding of project controls systems, tools, and methodologies such as Primavera P6, cost management platforms, and risk analysis tools

  • Experience developing project controls processes, workflows, and reporting structures at a program level

  • Demonstrated ability to work directly with senior leadership including executives and program directors in high visibility environments

  • Strong analytical and technical skills with the ability to interpret complex data and translate it into meaningful insights

  • Experience supporting projects involving major transportation agencies such as the Port Authority of New York & New Jersey, New Jersey Transit, or similar entities is highly preferred

  • Bachelor's degree in Engineering, Construction Management, or a related field. Advanced degree or certifications such as PMP, CCM, or EVP are a plus

  • Ability to thrive in a fast paced, high impact environment with multiple stakeholders and competing priorities

The expected salary range for this role in the New York City Metropolitan Area is $85 - $115 per hour. The total compensation, including salary and bonuses, is determined by various factors such as experience, skill level, location, and qualifications, which are evaluated during the interview process
