Project Controls Manager/ Civil Engineer (International Construction Projects)

We are seeking an experienced and strategic Project Controls Manager/ Civil to lead project planning, scheduling, cost control, risk management, and performance monitoring for large-scale international construction projects. The ideal candidate will have extensive experience in Project Controls within EPC, PMC, or major construction environments and possess strong leadership capabilities to drive project success.

This role requires expertise in project scheduling, cost management, contract administration, progress tracking, and reporting to ensure projects are delivered efficiently and in accordance with established objectives.

Key Responsibilities

Project Planning & Scheduling

• Develop, maintain, and control comprehensive project schedules using Primavera P6.
• Define Work Breakdown Structures (WBS), project milestones, and project baselines.
• Monitor schedule performance and identify critical path activities.
• Analyze schedule deviations and recommend corrective actions to maintain project timelines.

Cost Control & Budget Management

• Prepare and manage project budgets and cost plans.
• Monitor actual project costs against approved budgets and forecasts.
• Analyze cost variances and provide recommendations to optimize project performance.
• Forecast project costs at completion and prepare cost performance reports.

Progress Monitoring & Reporting

• Track physical progress against approved schedules and project objectives.
• Measure project performance using Key Performance Indicators (KPIs), including Schedule Performance Index (SPI) and Cost Performance Index (CPI).
• Develop dashboards, progress reports, and executive summaries for management and stakeholders.
• Prepare weekly, monthly, and ad-hoc project control reports.

Risk Management

• Identify project risks and opportunities throughout the project lifecycle.
• Conduct qualitative and quantitative risk assessments.
• Develop mitigation and contingency plans to minimize project impacts.
• Monitor risk registers and ensure timely implementation of mitigation actions.

Contract Administration & Claims Management

• Support contract administration activities and compliance requirements.
• Evaluate project variations, claims, and contractual impacts.
• Manage Extension of Time (EOT) submissions and supporting documentation.
• Assist in dispute analysis and resolution processes when required.

Team Leadership & Stakeholder Coordination

• Lead and mentor project controls personnel across multiple projects.
• Coordinate closely with Project Managers, Engineering Teams, Consultants, and Clients.
• Ensure alignment between project schedules, budgets, and project execution strategies.
• Promote best practices and continuous improvement within project controls functions.

Requirements

Education

• Bachelor's Degree in Engineering (Civil Engineering preferred).

Experience

• 8–10+ years of relevant experience in Project Controls, Project Management Consultancy (PMC), EPC, or large-scale construction projects.
• Minimum 5 years of managerial experience leading project controls teams.
• Proven experience on international construction or infrastructure projects.

Technical Skills

• Advanced proficiency in Primavera P6.
• Strong expertise in project scheduling, cost control, forecasting, and reporting systems.
• Excellent understanding of project controls methodologies and earned value management principles.
• Proficiency in Microsoft Excel and project reporting tools.
