Our client, a renowed developer in Saudi Arabia is seeking a seasoned and strategic Senior Director – Project Controls to lead the project controls function across a portfolio of large-scale infrastructure developments in Saudi Arabia. The successful candidate will be responsible for the overall planning, scheduling, cost control, risk management, and performance reporting of multi-billion-dollar programs aligned with national development goals.

This role requires deep expertise in project controls and a proven track record of delivering complex infrastructure projects on time and within budget. The candidate must bring leadership, analytical rigor, and stakeholder engagement experience in high-profile environments.

Key Responsibilities:

  • Lead and manage the full spectrum of project controls functions including cost management, schedule development, risk and change management, and earned value analysis.
  • Establish and maintain robust project controls systems and governance frameworks in accordance with international standards (e.g., AACE, PMI).
  • Oversee baseline development and monitor progress against key performance indicators across the project lifecycle.
  • Provide executive-level reporting and insights to internal leadership, government stakeholders, and strategic partners.
  • Direct project controls teams, ensuring alignment across planning, scheduling, estimating, and budgeting activities.
  • Lead risk assessments and mitigation strategies; ensure timely identification and resolution of issues.
  • Collaborate with project managers, contractors, and consultants to integrate controls strategies into design, procurement, and construction.
  • Support commercial and contractual functions by providing timely cost forecasts, cash flow projections, and claims analysis.
  • Ensure compliance with Saudi regulatory requirements, client expectations, and internal control policies.
  • Champion continuous improvement and digital transformation within the project controls function.

Qualifications and Experience:

  • Bachelor's degree in Engineering, Construction Management, Quantity Surveying, or related field; Master's degree preferred.
  • PMP Certification
  • Minimum of 20 years' experience in project controls, with at least 10 years in a leadership capacity overseeing large infrastructure or capital development programs.
  • Proven experience in mega infrastructure projects (transport, utilities, urban development, etc.), preferably in the Middle East / GCC region.
  • Proficient in Primavera P6, cost control systems (e.g., EcoSys, Prism, ARES), and enterprise reporting tools.
  • Strong understanding of FIDIC or similar contract standards.
  • Exceptional communication, leadership, and stakeholder management skills.
  • Experience working in Saudi Arabia or knowledge of Vision 2030 projects is highly desirable.

Job Type: Full-time

Pay: ﷼95,000.00 - ﷼100,000.00 per month
