Project Manager – Unified Family Care Center


Job Objectives

We are seeking an experienced Project Manager to lead the establishment and operational transition of Dubai’s new Unified Family Care Center, with two branches in Deira and Bur Dubai. This pioneering initiative will consolidate family-related services – including counselling, reconciliation, guidance, custody, and visitation enforcement – under one integrated framework.

The Project Manager will oversee the smooth migration of services currently distributed across multiple entities into the new centers, ensuring readiness of legislation, IT systems, infrastructure, and human resources.

Operational Duties and Responsibilities

  1. Project Planning & Governance – Develop and implement the transition plan, coordinate with the Executive Council and Department of Finance, and report progress and risks.
  2. Human Capital – Manage staff transition, design training programs, and oversee recruitment for new roles.
  3. Infrastructure & Assets – Supervise site selection, construction, fit-out, equipment procurement, and resource allocation.
  4. Service Integration – Standardize processes, SOPs, and KPIs to ensure service continuity and quality.
  5. Digital Systems – Lead IT integration, data protection compliance, and staff digital capacity building.
  6. Case Management – Oversee migration of existing cases and ensure uninterrupted client support.
  7. Contracts & Procurement – Review and renegotiate existing contracts; manage new procurement needs.
  8. Legal & Regulatory Framework – Align operations with updated laws and regulatory requirements.

Educational and Experience Requirements

  • Bachelor’s degree in law, Project Management, or a related field.
  • Minimum 7 years’ project management experience, ideally in government, social services, or service-integration projects.
  • Strong knowledge of UAE legal and regulatory frameworks related to family, judicial, and social services.
  • Proven track record managing multi-disciplinary teams and inter-agency projects.
  • Excellent planning, budgeting, and resource management skills.
  • Fluency in Arabic & English (written and spoken).
