Project/Program Manager – Oracle EBS (Techno-Functional Consultant)

Doha, Qatar

Role Overview:

We are seeking a senior HR Project/Program Manager with strong techno-functional expertise in Oracle EBS HR modules to lead a full-cycle EBS version upgrade project for our bank. The role is a third-party hire (contractor), based on site in Doha, Qatar.

The successful candidate will drive the reengineering of HR processes and policies, manage end-to-end project delivery, and act as a strategic partner to HR and IT. In addition to typical project management responsibilities, this individual will also write detailed Business Requirements Documents (BRDs) on behalf of HR, ensuring alignment with internal policies, market best practices, and regulatory standards.

Key Responsibilities:

  • Lead the Oracle EBS HRMS upgrade across all core modules: Core HR, Payroll, Self-Service, OTL, etc.
  • Drive and document future-state HR process and policy design in collaboration with HR leadership.
  • Author Business Requirements Documents (BRDs) and functional specs to translate business needs into system configurations and developments.
  • Manage coordination across vendors, internal IT, and HR SMEs to ensure delivery across all project phases.
  • Design and implement a scalable, automated HR reporting and analytics framework, aligned with operational, regulatory, and strategic needs.
  • Oversee design and/or upgrade of Performance Management module, ensuring alignment with business performance goals, employee KPIs, and appraisal workflows.
  • Lead User Acceptance Testing (UAT), training rollout, and change management initiatives.
  • Support integration of bolt-on tools such as Applicant Tracking Systems (ATS) or Learning Management Systems (LMS) as needed.
  • Monitor project risks, timelines, budgets, and vendor deliverables to ensure accountability and on-time execution.

Mandatory Requirements :

  • Minimum 12 years of overall experience in HR Systems, including at least 5 years in project leadership roles.
  • Bachelor’s degree in human resources, Information Systems, Computer Science, Business Administration, or a related field is mandatory
  • Master’s degree (MBA or MIS) is preferred
  • Relevant certifications are a plus:
  • Oracle EBS certifications in HRMS modules
  • PMP, PRINCE2, or equivalent project management certification
  • HR certifications (e.g., CIPD, SHRM) are an added advantage for understanding policy/process frameworks
  • Proven expertise in Oracle EBS HRMS (Core HR, Payroll, SSHR, OTL, etc.).
  • Strong techno-functional skills with ability to translate HR needs into system solutions.
  • Demonstrated ability to operate both strategically and hands-on, with a willingness to dive into detailed tasks and take ownership to ensure successful execution.
  • Demonstrated experience in writing BRDs and functional documentation for large-scale HR system projects.
  • Deep knowledge of HR operations in banking, particularly within the GCC; Qatar market experience preferred.
  • Hands-on experience with Oracle EBS upgrade projects and implementation.
  • Familiarity with GCC labor regulations, payroll practices, and HR compliance requirements.
  • Arabic language skills are an advantage but not mandatory.
  • Strong leadership, communication, stakeholder engagement, and vendor management skills.
  • Experience with Oracle Cloud HCM (nice to have).

Engagement Model:

  • Full-time, onsite in Doha, Qatar.
  • Third-party contractor engagement through approved vendor.
  • Potential consideration for long-term role based on project outcomes and business needs.
