We is seeking a high-caliber Projects Control Officer to lead our full portfolio of construction and real estate development projects. This role is ideal for a visionary leader with deep expertise in Planning, Cost Control, EPPM, and enterprise-level digital transformation, including migration from Primavera P6 to Power BI dashboards.

Key Responsibilities

1. Leadership & Strategy

  • Lead all project delivery functions (planning, cost, contracts, engineering, site execution).
  • Develop and implement the company’s Projects Governance Framework.
  • Oversee the full projects portfolio, ensuring on-time, on-budget delivery.
  • Establish corporate KPIs, executive dashboards, and Board-level reporting.

2. Planning & Scheduling (Advanced)

  • Direct the planning & scheduling function for all projects.
  • Manage Primavera P6, EPPM, and portfolio dashboards.
  • Standardize planning processes and baseline schedules.
  • Approve TIAs, delay analysis, and recovery schedules.

3. Cost Control & EVM Integration

  • Lead cost control operations across the portfolio.
  • Implement full Earned Value Management (EVM) including EV, PV, AC, CPI, SPI, VAC, EAC, and ETC.
  • Ensure cost–schedule integration for accurate forecasting.
  • Approve project budgets and cash flow projections.

4. Digital Transformation & Dashboards

  • Drive the transition from traditional reporting to:
  • Enterprise Power BI dashboards
  • Automated data extraction from P6, ERP, and field reports
  • Oversee system integration across:
  • P6
  • EPPM / OPC
  • ERP (SAP/Oracle)
  • Cost, Procurement, and Contract systems

5. Portfolio Governance

  • Chair portfolio review meetings (weekly & monthly).
  • Track risks, issues, and performance trends across all projects.
  • Implement systematic reporting across all project directors.

6. Team Leadership

  • Lead planning, cost control, engineering, risk, and project controls teams.
  • Build organizational capability in planning & cost control.
  • Ensure strong technical leadership across all projects.

Required Qualifications

  • Bachelor’s degree in Civil Engineering or related field (Master’s preferred).
  • 20–30 years of experience in large-scale real estate or construction.
  • Proven success delivering mixed-use, residential, hospitality, and mega projects.
  • Expert in:
  • Primavera P6
  • Oracle EPPM / OPC
  • Power BI
  • EVM & cost–schedule integration
  • Experience leading project directors and large multidisciplinary teams.
  • Strong leadership, communication, and stakeholder management skills.
  • Ability to transform planning & cost functions from manual to automated systems.

Preferred Experience

  • SAP or Oracle ERP integration with project controls.
  • PMO setup & portfolio governance.
  • Managing budgets over USD 1 billion.
  • Middle East experience (KSA, UAE, Qatar).
