Proposal / Estimation Engineer

Key Responsibilities

  • Review tender documents including Invitation to Tender (ITT), drawings, specifications, BOQs, and contract conditions.
  • Prepare detailed cost estimates for civil works.

Experience in projects involving marine works such as berths, dolphins, quay walls, piling, concrete works, dredging, and associated temporary marine works is considered an added advantage.

  • Perform accurate quantity take-offs (MTO) from drawings and technical specifications.
  • Develop comprehensive cost breakdowns covering manpower, materials, equipment, subcontractors, marine spreads, and temporary facilities.
  • Coordinate with planning engineers to integrate construction methodology, resource allocation, and project durations into tender pricing.
  • Prepare and review technical and commercial proposals, including assumptions, exclusions, and clarifications.
  • Obtain, evaluate, and compare vendor and subcontractor quotations, ensuring compliance with tender requirements.
  • Analyze tender risks, opportunities, and value-engineering options.
  • Support and coordinate with the technical team in preparing method statements, work schedules, and preliminary construction plans for proposals.
  • Participate in tender clarification meetings with clients, consultants, and joint-venture partners.
  • Assist in post-tender negotiations and ensure proper handover to the execution team.
  • Maintain a cost database for historical data and benchmarking.
  • Ensure proposals comply with client requirements, local regulations, and company procedures.

Required Skills & Competencies

  • Strong knowledge of estimation techniques, cost control, and tendering procedures.
  • Proficiency in Microsoft Excel.
  • Ability to interpret engineering drawings, specifications, and contract clauses.
  • Experience in marine works estimation (piling, dredging, concrete works, marine equipment) is an added advantage.
  • Strong analytical, coordination, and communication skills.
  • Ability to work under tight tender deadlines.

Qualifications & Experience

  • Bachelor’s Degree in Civil Engineering.
  • Minimum 5–10 years of experience in proposal and estimation for civil and/or marine projects.
  • Experience with EPC / Design & Build / Lump Sum / Re-measurable contracts is preferred.
  • Familiarity with FIDIC-based contracts is an advantage.

Job Type: Full-time

Pay: Up to QAR14,000.00 per month
