Proposal Manager
Meridian, CO (on-site - no remote)

Clearance Requirement: Active Top Secret / Sensitive Compartmented Information (TS-SCI) clearance is mandatory. Requires U.S. Citizenship.
ROLE OVERVIEW
Seeking a detail-oriented Proposal Manager to join a team supporting the development of winning government and commercial contracts. This on-site role requires active Top Secret clearance with SCI access (TS-SCI). The ideal candidate possesses a strong command of traditional Shipley proposal processes while remaining agile enough to adapt, iterate, and help build new workflows as our team scales. You will juggle multiple deadlines, coordinate diverse teams, and ensure every document is compliant, compelling, and submitted on time.
KEY COMPETENCIES & RESPONSIBILITIES
Multitasking, Schedule Management, and Deadline Adherence
- Manage multiple proposals simultaneously, prioritizing tasks to meet strict deadlines without sacrificing quality.
- Track deadlines and deliverables to keep the team aligned and accountable.
- Proactively identify workflow bottlenecks and implement immediate solutions to prevent delays.
- Coordinate subcontractor and vendor inputs, ensuring timely integration into the final bid.
- Plan and lead critical meetings throughout the proposal, including kick-offs, author direction meetings, and final reviews.
Coordination, Collaboration, and Team Leadership
- Serve as the primary link between Engineering, Program Management, Contracts, and Finance delegates to gather accurate information and align strategy.
- Build strong relationships with Subject Matter Experts (SMEs) and facilitate collaborative review sessions.
- Coordinate with graphic designers and writers to produce visually appealing, clear documents.
Proposal Quality, Compliance, and Submission Excellence
- Ensure every proposal complies with government regulations, customer requirements, and internal standards.
- Meticulously proofread all content for grammar, spelling, clarity, and consistency.
- Format documents to meet specific customer guidelines and internal branding standards.
- Verify inclusion of all necessary review feedback, supporting documentation, and customer requirements.
- Manage the final assembly and delivery process to ensure on-time submission.
Strategy, Analysis, and Continuous Improvement
- Analyze past proposals to identify strengths and weaknesses, refining future strategies to improve win rates.
- Participate in post-proposal debriefs to document lessons learned and drive process improvements.
- Research clients and competitors to inform strategies and highlight unique advantages.
- Use analytics tools and CRM systems to track success rates and report on key performance metrics.
Content Development and Resource Management
- Develop deep knowledge of company products to effectively articulate benefits in formats to include briefing decks, white papers, surveys, and full proposals.
- Create and maintain a library of standardized templates and reusable content to streamline writing.
EDUCATION
- Bachelor’s degree in English, Marketing, Business Administration or related field.
- Master’s degree preferred. Equivalent experience may be substituted for the education requirement.
EXPERIENCE
- Proven Self-Starter with the ability to multi-task and lead team efforts.
- Works well under pressure and under tight deadlines.
- Willingness to work the hours required with a flexible work schedule to meet required deadlines.
- At least 5 years’ experience leading full lifecycle proposal development efforts.
- Advanced experience with software packages including Word, Excel, PowerPoint, and Adobe products.
- Experience with thoughtful use of LLMs and RFP software to streamline processes.
Salary Range: $130,000 - $175,000 (dependent on experience and qualifications)
