The Proposal Writer is responsible for developing high-quality, compliant, and compelling proposals in response to solicitations (e.g., RFPs, RFQs, RFIs). This role collaborates with subject matter experts, capture managers, and leadership to translate technical, management, and corporate information into clear, persuasive content that aligns with customer requirements and evaluation criteria.
Key Responsibilities

Lead and support the development of proposal content for federal, state, local, or commercial opportunities

Analyze solicitations (RFPs, RFQs, RFIs) to identify requirements, evaluation criteria, and win themes

Write, edit, and format proposal sections including technical, management, past performance, and executive summaries

Collaborate with subject matter experts (SMEs) to gather technical input and convert it into clear, compliant narrative

Ensure proposals are compliant with all instructions, formatting guidelines, and submission requirements

Maintain consistency in messaging, tone, and branding across proposal volumes

Incorporate win themes, discriminators, and value propositions throughout proposal responses

Participate in proposal reviews (e.g., Pink Team, Red Team, Gold Team) and incorporate feedback

Manage multiple deadlines and prioritize tasks in a fast-paced environment

Maintain and update proposal content libraries, templates, and style guides

Support continuous improvement of proposal processes and best practices
Required Qualifications

Bachelor’s degree in English, Communications, Journalism, Business, or a related field (or equivalent experience)

3+ years of experience in proposal writing, preferably in government contracting or professional services

Strong writing, editing, and proofreading skills with attention to detail

Experience responding to RFPs/RFQs and working under tight deadlines

Ability to translate complex technical concepts into clear, concise language

Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)

Strong organizational and time management skills
Preferred Qualifications

Experience with federal proposal processes (e.g., FAR-based proposals)

Familiarity with proposal tools (e.g., SharePoint, Loopio, RFPIO, or similar)

APMP (Association of Proposal Management Professionals) certification

Experience supporting capture planning or win strategy development

Knowledge of specific industry domains (e.g., IT, healthcare, defense, etc.
