The PTW Coordinator is the central point of contact responsible for the overall management and administration of the site's Permit to Work system. They ensure that all high-risk activities are properly planned, reviewed, authorized, and executed safely, thereby preventing accidents, coordinating work activities, and maintaining compliance with all safety regulations and company policies.

Key Roles and Responsibilities

1. PTW System Management and Coordination

  • Single Point of Contact: Act as the primary interface between the Issuing Authority (Operations/Area Authority), the Performing Authority (PA)/Supervisors, and all personnel involved in the PTW process.
  • Daily PTW Planning: Lead or coordinate the daily PTW planning/coordination meetings to review, discuss, and prioritize all requested work activities for the next day.
  • Conflict Management (SIMOPS): Identify and coordinate Simultaneous Operations (SIMOPS) to ensure conflicting activities are managed and controlled to prevent dangerous interactions.
  • Tracking and Reporting: Maintain a comprehensive daily register and log of all issued, active, suspended, and closed permits and associated certificates (e.g., isolation, gas test). Track permits from initiation to final close-out.
  • PTW Documentation: Develop and issue daily, weekly, and monthly PTW status reports and statistics (KPIs), including non-compliance data, to management.

2. Permit Review, Issuance, and Control

  • Permit Request Review: Receive and thoroughly review all permit-to-work requests for completeness, accuracy, and adherence to PTW procedures.
  • Risk Assessment Verification: Ensure that a proper Task Risk Assessment (TRA), Job Safety Analysis (JSA), or Field Risk Assessment (FRA) has been conducted, is appropriate for the task, and that all identified hazards have been adequately controlled.
  • Isolation Verification (LOTO): Verify that all necessary isolations (Lockout/Tagout - LOTO), including mechanical, electrical, and process isolations, are correctly identified, in place, and confirmed before the permit is issued.
  • Permit Issuance: Issue the approved work permit, ensuring all required supporting documentation and complementary certificates (e.g., confined space, hot work, excavation) are attached and valid.
  • Site Visit/Inspection: Conduct preliminary site visits to confirm the work location and scope, and ensure that the work area is prepared safely and the specified control measures are in place before authorizing the work to commence.

3. Monitoring, Auditing, and Compliance

  • Worksite Monitoring: Perform routine site inspections and spot-checks of ongoing permitted work activities to ensure strict compliance with the conditions and control measures specified on the work permit.
  • Audit Management: Coordinate and participate in routine PTW system audits. Take a lead role as a focal point for internal and external PTW audits.
  • Non-Compliance: Identify and report non-compliance issues and unsafe acts/conditions immediately. Advise line management on corrective actions.
  • Permit Closure: Ensure the work is safely completed, the worksite is restored, and all required sign-offs and final inspections are conducted before closing out the permit and removing isolations.

4. Training and Continuous Improvement

  • Training & Awareness: Provide coaching, training, and support to personnel (e.g., Performing Authorities, Permit Requestors) on the correct use and application of the PTW system and procedures.
  • Incident Investigation: Participate in incident and near-miss investigations associated with the Permit to Work process to identify root causes and implement corrective measures.
  • System Improvement: Identify opportunities and recommend improvements to enhance the PTW system's safety, effectiveness, and efficiency.

Required Qualifications and Experience

Education

  • Diploma or Degree (or equivalent combination of education and experience) in Engineering, Occupational Safety, or a Technical-related field.

Experience

  • Minimum 3 to 7 years of experience in PTW coordination, HSE, or operations within the Oil & Gas, Petrochemical, Construction, or heavy Industrial sectors.
  • Proven hands-on experience with an electronic Work Management System (eWMS) is often mandatory (e.g., SAP, specific client systems).
  • Experience in hazard identification (HAZID) and formal risk assessment (JSA/TRA) techniques.
  • Thorough knowledge of isolation processes (LOTO).

Skills and Competencies

  • PTW Expertise: Strong, in-depth knowledge of different types of work permits (Hot Work, Cold Work, Confined Space Entry, Excavation, Working at Height, Electrical Isolation) and corresponding safety protocols.
  • HSE Knowledge: Advanced understanding of local and international HSE laws, codes, and regulations.
  • Communication: Excellent verbal and written communication skills with the ability to liaise effectively across all levels of the organization (operations, maintenance, contractors, and management).
  • Organizational Skills: Meticulous attention to detail, strong organizational, and record-keeping abilities.
  • Resilience: Ability to work under pressure, manage multiple critical work permits simultaneously, and make sound, timely decisions.

Certifications (Preferred)

  • Relevant safety certification such as NEBOSH International General Certificate or Diploma, IOSH Managing Safely, or equivalent.
  • Certified Lockout/Tagout (LOTO) training.
  • PTW System Specific Certification.
  • Lead Auditor certification (e.g., ISO 45001) is a plus.

Job Type: Full-time

Pay: AED11,000.00 - AED13,000.00 per month
