>>About the Digital Government Advisory Team

KPMG India’s Digital Government Advisory (DGA) practice helps government bodies modernize public services through technology. It offers strategic consulting, digital architecture, and sector-specific solutions across areas like transport, water, justice, and finance. The team enables large-scale e-Governance, data analytics, and automation to improve efficiency and citizen experience.


>>About the Role:

We are seeking a highly analytical and experienced professional to support the Finance Department in enhancing tax and non-tax revenue systems. The ideal candidate will have a strong background in public finance, with a focus on revenue management and policy analysis.


>>Key Responsibilities:

-Conduct in-depth analysis of public finance systems , particularly in the context of tax and non-tax revenue .

-Evaluate the constitutional powers related to taxation, including the scope for new taxes or merging existing ones , through:

  • Economic studies
  • Legal and statutory reviews
  • Comparative analysis with other states/countries

-Review the legal and operational framework of all state-imposed taxes (excluding GST) to:

  • Identify opportunities to expand the tax base
  • Recommend improvements in tax collection and administration
  • Suggest changes to enhance revenue realization and reduce outstanding dues

-Analyze the current tax collection mechanisms , including:

  • Compliance processes
  • Cost of compliance and collection
  • Taxpayer challenges
  • Ease of Doing Business

-Propose reforms to improve:

  • Departmental structure
  • Use of technology
  • Organizational efficiency


>>Required Qualifications & Experience:

  • Experience: Minimum 6 years
  • Education: Postgraduate degree in one of the following or equivalent: M.A. (Economics) or M. Eco or MBA (Finance) or M. Stats or M. Phil or master’s in public policy


>>Skills & Competencies:

  • Prior work with a Finance Department or Ministry of Finance
  • Strong understanding of state-level taxation laws and frameworks
  • Demonstrated ability to conduct policy research and economic analysis
