POSITION DESCRIPTION:
Responsible for purchasing activities for Jackson Barracks and Camp Villere which includes all organizations and tenants located on-site. Tracks every purchase made throughout the year with requisition spreadsheets and monthly encumbrance scrub meetings. Creates and updates state purchase orders into the LA Gov. Systems. Assist with the implementation and maintenance of a tracking system for tracking purchase orders to ensure proper delivery of commodities purchased. Ensure proper commodities are delivered and vendors are paid in a timely manner. Provide monthly status updates for any open and unresolved purchases and encumbrances for Educational Programs. Tracks all fixed charges and renewals for all organizational funding codes for Jackson Barracks, Camp Villere and all armories related to the purchasing agents designated regions. Assist in the absence of other purchasing agents. Major duties required direct coordination with involving sustained daily purchasing requirements and activities for each location and organization. Performs frequent coordination with involving sustained daily purchasing requirements and activities for each location and organization. Performs frequent coordination with both statewide and local supplying vendors at each facility. Responsible for preparing solicitations for bids for equipment, supplies and services in accordance with State Purchasing rules and agency regulations. Enters requisitions, low dollar orders, delegated purchase authority, contract release orders and open market requisitions in the Advanced Government Purchasing System (AGPS). Assists in managing all fixed charges, contracts and coordinates with contract vendors on the execution of the contract. Assist in the preparation of current financial reports as well as summarize and forecast for future growth and general economic outlook. Review requisitions with award bids and follow up with vendors to obtain products or services information such as price, availability and delivery schedule. Coordinate with various agency ship to locations to ensure merchandise or equipment is received, inventoried, tagged if necessary and properly distributed to the end used. Ensures all state year close out tasks and suspense dates are communicated with each program and completed prior to deadlines for all seven educational programs. During declared emergencies operate from the Emergency Operations Center to support emergency purchase requirements. Designated Emergency Procurement Specialist, authorized to use specially activated agency VISA procurement cards. Performs all other duties as assigned.
GENERAL REQUIREMENTS:-
Must have a valid Driver's License, Social Security Card and Birth Certificate.

Must be available to report to duty during emergency or disaster situations for extended hours over an extended period of time. Other periodic travel may be required.

Must meet physical requirements to perform functions of the position.

Must attend/complete all Louisiana Military Department (LMD) annual training and other training required for the position.

All LMD positions require in-office attendance. This is not a remote position.

Salary is paid by Electronic Funds Transfer (EFT) / Direct Deposit Only. A checking or savings account is required for employment.

To become an employee of the LMD you must be a current member of the Louisiana National Guard or eligible for membership in the Louisiana State Guard.
