Reporting directly to the Purchasing Agent, responsible for overseeing the daily purchasing responsibilities and assigned staff of the Williamson County Purchasing Department. Provides oversight of various purchasing programs and processes.
- Supervises, assigns/reviews tasks, and provides oversight of work performed by purchasing specialists

Performs annual staff performance evaluations; sets and reviews staff goals and participates in the hiring process for department vacancies

Initiate and coordinates procurement of goods and services for county departments and provides oversight and guidance on federal, state, and local purchasing laws

Oversees and processes formal solicitations documents including invitations for bids, request for proposals, request for qualifications, and co-op contract for complex purchases and construction delivery projects

Reviews, monitors, and approves all processes for county purchase orders up to $100,000

Maintains bidding software content for team and makes recommendation on processes and applications use

Audits internal and external processes to ensure purchasing policy and compliance are practiced

Advises county department leaders on procurement processes, as needed

Schedules various committee meetings and runs various reports associated with vendors and contract awards

Assists with vendor negotiations and coordinates with legal department to make recommendations to the Court on final contract awards

Maintains bid files and other purchasing documentation

Collaborates with Purchasing Agent and Deputy Purchasing Agent on various projects, process, and policy

Prepares Commissioner Court agenda items such as contracts recommendations and solicitation award recommendations

Attends all meetings and trainings, as required

Performs special duties as assigned

- Associate degree and six (6) years of related procurement experience as a Buyer or in a similar purchasing role OR an equivalent combination of education and experience

Two (2) years of demonstrated lead or supervisory experience

Two (2) years of Enterprise Resource Planning (ERP) purchasing software experience

Knowledge of local, state, and federal government finance practices

Knowledge of public procurement regulations, laws, and delivery methods
LICENSES AND CERTIFICATIONS
Required within thirty (30) days of employment

Valid Texas driver’s license
Required within twelve (12) months of employment

Certified Professional Public Buyer Certification

Certified Professional in Supply Management

National Purchasing Association Certification
PREFERRED QUALIFICATIONS

Bachelor’s degree in a related field

Three (3) years of public procurement experience in a government capacity

Four (4) years of contract administration experience including working knowledge of Oracle and various tracking systems

Knowledge of Enterprise Resource Planning purchasing software (ERP) including Oracle
-
Proficient data entry skills with the ability to type up to 55 words per minute
