With already more than 300 Employees, Técnicas Reunidas has set a permanent Operations Office in Istanbul from which it will not only develop engineering activities for projects inside Turkey but also for projects worldwide in collaboration with main headquarters in Madrid (Spain). In fact, in the first 5 months since Técnicas Reunidas İstanbul started, Engineering Activities have been developed from referred office for more than 40 different projects and proposals worldwide from 20 different countries, which stands as remarkable sign of work and workload stability.


Key Responsibilities


  • Ensure project purchases are delivered on time, within budget, and at the required quality
  • Collaborate in vendor selection and manage the full RFQ cycle (issuance, follow-up, bid opening & tabulation)
  • Analyze bids, identify commercial deviations, and align offers with project requirements
  • Lead commercial clarifications and negotiations with shortlisted suppliers
  • Prepare commercial evaluations and awarding recommendations
  • Issue Purchase Orders and follow up on acknowledgements
  • Manage modifications, extras, back charges, and support PO close-out
  • Support LD execution processes
  • Contribute to continuous vendor performance assessment with cross-functional teams


What We’re Looking For


We are seeking a dynamic and detail‑oriented Purchasing Specialist to manage the full purchasing cycle within EPC (Engineering, Procurement & Construction) projects. This role is key to ensuring cost‑effective sourcing, timely material availability, and adherence to quality standards, ultimately supporting successful project execution.


  • Bachelor’s degree in Engineering, Business Administration, Economics or related fields is a plus
  • 4+ years of experience in large-scale project, EPC or megaproject.
  • Solid understanding of RFQ processes, bid evaluation, commercial tabulation and vendor selection
  • Experience in managing Purchase Orders, including amendments, extras and close-out activities
  • Basic knowledge of contractual terms, commercial deviations and LD processes
  • Strong negotiation, communication, and stakeholder‑management skills.
  • Ability to analyze offers and align commercial conditions with project requirements
  • Experience in Oil & Gas, Refinery, Petrochemical or Energy projects is a plus
  • Proficiency in ERP systems and MS Office tools
  • Fluency in English (written and spoken)
  • Detail-oriented, well-organized and able to manage multiple packages under tight deadlines
  • Proactive, solution‑oriented, and comfortable working under tight deadlines
