Purchasing/Warehouse Manager

Purpose Statement
The job of Purchasing/Warehouse Manager is done for the purpose/s of managing and directing all District
purchasing and distribution functions, including capital asset and central storage management, administration
of bidding and quote processes, overseeing contracts, and delivery of supplies and materials.


This job reports to Director of Finance and Purchasing

Essential Functions
Administers contracts for leases, lease purchases, facility use, equipment maintenance and projects for
the purpose of maximizing value for the District in procuring goods and/or services.


Administers the bidding and quote process (e.g. including developing procedures, preparing
specifications and bid documents, and evaluating responses, etc.) for the purpose of obtaining the best
service/product at the right cost for the District while ensuring compliance with all applicable state and
federal laws and regulations.


Administers the Purchasing/Warehouse departments (e.g. developing and overseeing the
implementation of processes and procedures, evaluating department effectiveness, etc.) for the purpose
of ensuring processes meet the purchasing/distribution needs of the District.


Coordinates purchasing calendar and placement of all annual orders for the purpose of ensuring that
purchases coincide with the opening and closing of schools.


Coordinates planning and scheduling of procurement, term contracts, group purchasing, and inventory
management for the purpose of ensuring continuity of supply to meet District requirements.


Develops product/service specifications and standards for the purpose of communicating purchasing
requirements for the District.


Manages procurement processes (e.g. receipt and delivery of supplies and services, etc.) for the
purpose of ensuring compliance with applicable Federal laws, state statutes, District Board policy,
Uniform system of Financial Records, and Department of Education Procurement Rules.


Manages capital asset inventory and central storage of purchased goods for the purpose of maintaining
adequate supplies for the District while keeping inventory costs at a minimum.


Supervises purchasing, fixed asset, and warehouse/distribution staff (e.g. determining workloads,
monitoring work performance, resolving staff conflict, and providing professional development, etc.) for
the purpose of providing the District with Purchasing/Warehouse services.


Other Functions

Performs other related duties as assigned for the purpose of ensuring the efficient and effective
functioning of the work unit.


Job Requirements: Minimum Qualifications
Skills, Knowledge and Abilities
SKILLS are required to perform multiple, technical tasks with a need to periodically upgrade skills in order to meet
changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job
include: performing accounting procedures performing standard bookkeeping planning and managing projects
preparing and maintaining accurate records using pertinent software applications.


KNOWLEDGE is required to perform algebra and/or geometry; read a variety of manuals, write documents following

prescribed formats, and/or present information to others; and solve practical problems. Specific knowledge based
competencies required to satisfactorily perform the functions of the job include: Bachelor's Degree in purchasing,
supply management, or related field preferred accounting/bookkeeping principles.


ABILITY is required to schedule a number of activities, meetings, and/or events; often gather, collate, and/or classify
data; and use job-related equipment. Flexibility is required to work with others in a wide variety of circumstances;
analyze data utilizing defined but different processes; and operate equipment using a variety of processes. Ability is
also required to work with a diversity of individuals and/or groups; work with data of varied types and/or purposes;
and utilize a variety of types of job-related equipment. Problem solving is required to analyze issues and create action
plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving
with equipment is moderate. Specific ability based competencies required to satisfactorily perform the functions of
the job include: .


Responsibility
Responsibilities include: working under limited supervision following standardized practices and/or methods;
managing multiple departments; Utilization of resources from other work units is often required to perform the job's

Work Environment
The usual and customary methods of performing the job's functions require the following physical demands:
occasional lifting, carrying, pushing, and/or pulling, some climbing and balancing, some stooping, kneeling,
crouching, and/or crawling and some fine finger dexterity. Generally the job requires 50% sitting, 25% walking, and
25% standing. The job is performed under minimal temperature variations and in a generally hazard free
environment.


Experience: Job related experience within a specialized field with increasing levels of responsibility is required.
