Position Title: Quality Assurance Quality Control (QAQC) Manager
Job Summary
The Quality Control (QC) Manager is responsible for establishing, implementing, and maintaining the Quality Management System (QMS) for high-rise building construction projects. The role ensures that all construction activities, materials, workmanship, inspections, and testing activities comply with project specifications, approved drawings, consultant requirements, applicable codes, and UAE regulatory standards.
The QC Manager shall lead the QA/QC team, coordinate with consultants and subcontractors, and ensure that the project is delivered in accordance with the required quality standards and contractual obligations.
Key Responsibilities
Quality Management
- Develop, implement, and maintain the Project Quality Management Plan (PQMP).
- Ensure compliance with project specifications, contract requirements, approved drawings, and applicable standards.
- Establish project quality objectives, procedures, inspection plans, and quality control measures.
- Monitor project quality performance and recommend corrective and preventive actions.
Inspection & Testing
- Oversee all inspection and testing activities for civil, structural, architectural, and finishing works.
- Ensure proper implementation of Inspection and Test Plans (ITPs).
- Review and approve material submittals, method statements, inspection requests, and test reports.
- Coordinate with approved third-party laboratories for testing activities.
- Ensure compliance with consultant inspection requirements and approval procedures.
Site Quality Control
- Conduct regular site inspections and quality audits.
- Monitor construction activities to ensure compliance with approved shop drawings and specifications.
- Identify quality issues and implement corrective actions to prevent recurrence.
- Ensure that non-conformance reports (NCRs) are properly investigated, documented, and closed out.
Documentation & Reporting
- Maintain quality records, inspection reports, test certificates, and quality documentation.
- Prepare quality performance reports and submit them to project management.
- Manage document control related to QA/QC activities.
- Ensure proper handover documentation and project close-out records.
Consultant & Client Coordination
- Liaise with consultants, clients, and regulatory authorities regarding quality-related matters.
- Attend quality meetings and coordinate resolution of quality concerns.
- Ensure consultant comments and observations are promptly addressed.
Team Management
- Lead and supervise QA/QC Engineers, Inspectors, and quality personnel.
- Conduct training and awareness programs on quality standards and procedures.
- Evaluate team performance and provide technical guidance.
Continuous Improvement
- Implement lessons learned and best practices across the project.
- Promote a quality-focused culture throughout the organization.
- Identify opportunities for process improvements and efficiency enhancements.
Qualifications
- Bachelor's Degree in Civil Engineering, Construction Engineering, or a related discipline.
- Professional certifications in Quality Management are preferred.
- Lead Auditor certification (ISO 9001) is an advantage.
Experience
- Minimum 12–15 years of construction experience.
- Minimum 5 years as QC Manager on high-rise building projects.
- Minimum 5 years UAE experience with a Main Contractor.
- Proven experience in residential, commercial, mixed-use, hospitality, or high-rise tower projects.
- Experience managing quality systems for projects exceeding 20 floors.
Technical Skills
- Thorough knowledge of QA/QC procedures and quality management systems.
- Strong understanding of:

- MEP coordination
- Familiarity with Dubai Municipality, Civil Defense, and other UAE authority requirements.
- Ability to review shop drawings, method statements, material submittals, and technical specifications.
- Proficient in Microsoft Office applications and quality management software.

Preferred Requirements

- Strong knowledge of UAE construction regulations and quality standards.
- Experience working with consultants such as AECOM, WSP, Parsons, or similar international consultants.
- Immediate availability or short notice period preferred.
