Role Purpose
The QS Engineer is responsible for managing all commercial and cost control aspects of construction projects, ensuring financial efficiency, contract compliance, and accurate cost reporting across fit-out, civil, joinery, MEP, and turnkey scopes.
Key Responsibilities
1. Commercial & Cost Control
- Prepare, track, and manage project budgets across multiple scopes (fit-out, civil, MEP, joinery, turnkey)
- Perform quantity take-offs and maintain accurate measurement logs from drawings and site inputs
- Manage the full lifecycle of variations (VOs): identification, substantiation, submission, and tracking
- Prepare Extension of Time (EOT) cost claims in coordination with Planning and Project teams
- Monitor cost-to-complete vs. budget, identify overruns, and recommend recovery strategies
- Ensure cost compliance with BOQs and contractual terms
- Prepare and submit client interim payment applications and variation claims for certification
- Evaluate and certify subcontractor bills based on actual site progress
- Reconcile monthly cost trackers and support commercial reporting
2. Tendering & Estimation Support
- Coordinate with estimation team for pricing inputs and budget validation
- Support bid reviews, tender clarifications, and commercial evaluations as required
3. Documentation & Reporting
- Maintain updated Variation Order (VO) registers and cost logs
- Ensure proper documentation of all commercial records and approvals
- Support ERPNext entries for variations, costs, and project financial data
- Maintain project commercial archives (approved bills, quotations, contracts)
- Provide data for dashboards, management reporting, and margin analysis
Key Deliverables
- Accurate measurement logs and quantity take-off sheets
- Timely and well-substantiated variation (VO) documentation
- Certified client and subcontractor payment certificates
- Reconciled and updated cost trackers
- Monthly commercial reports and final project cost reports
Stakeholder Interaction
- Sr. QS / Commercial Manager: Reporting, approvals, escalation of commercial risks
- Site Engineers: Measurement validation and VO supporting data
- Clients / Consultants: Coordination for certification of bills and variation claims
- Planning Team: Support for EOT and delay-related cost claims
Required Competencies
- Technical Expertise: Strong knowledge of QS practices across fit-out and construction projects
- Problem Solving: Ability to identify cost risks and propose mitigation strategies
- Collaboration: Effective coordination with site, project, and commercial teams
- Accountability: Ownership of cost tracking, VO logs, and financial accuracy
- Stakeholder Management: Confident in handling client and consultant interactions
- Adaptability: Ability to work in a fast-paced, multi-project environment
Qualifications & Experience
- Bachelor’s Degree in Quantity Surveying or a related field (mandatory)
- Minimum 7+ years of experience in pre- and post-contract QS roles within the UAE
- Experience in fit-out and turnkey projects preferred
- Proven expertise in cost control, variation claims, and contract administration
- Strong understanding of FIDIC and standard contract forms
- Proficiency in MS Office, AutoCAD, and QS software (CostX, Bluebeam, PlanSwift)
- Experience with ERP systems (ERPNext preferred)
