Quality Control Manager / Site Safety & Health Officer (QCM/SSHO)

Guardian is seeking a dual-hat Quality Control Manager (QCM) and Site Safety & Health Officer (SSHO) for the Upper Wabash Project Office - a $4.9M USACE federal construction project in Indiana.

This role is responsible for implementing and managing the Contractor Quality Control (CQC) Plan and the Accident Prevention Plan (APP) on a federal construction site. You will serve as the single point of accountability for both quality and safety on-site, reporting to the Project Manager and Superintendent.

QUALITY CONTROL MANAGER (QCM) DUTIES:
- Develop, implement, and maintain the 3-Phase QC System (Preparatory, Initial, Follow-Up)
- Conduct daily QC inspections and document all activities in QCS/RMS
- Review submittals, RFIs, and material certifications for compliance
- Coordinate with USACE QA representatives on inspections and testing
- Manage punch list resolution and closeout documentation
- Ensure all work meets contract specifications, UFGS standards, and applicable codes

SITE SAFETY & HEALTH OFFICER (SSHO) DUTIES:
- Develop and enforce the Accident Prevention Plan (APP) and Activity Hazard Analyses (AHAs)
- Conduct daily safety inspections and toolbox talks
- Maintain OSHA 300 log and incident reporting
- Implement EM 385-1-1 requirements on all work activities
- Conduct new-hire safety orientations and ongoing training
- Manage subcontractor safety compliance and documentation
- Investigate incidents and near-misses, implement corrective actions

REQUIRED QUALIFICATIONS:
- USACE Construction Quality Management (CQM) certification
- OSHA 30-Hour Construction Safety certification
- EM 385-1-1 40-Hour SSHO certification (or ability to obtain within 30 days)
- Minimum 5 years federal construction experience (USACE preferred)
- Experience with 3-Phase QC inspection system
- Proficiency with QCS/RMS daily reporting
- First Aid/CPR certification
- Valid driver's license

PREFERRED QUALIFICATIONS:
- 10+ years construction QC/safety experience
- CHST (Construction Health & Safety Technician) certification
- Experience on HVAC, mechanical, or general building projects
- Familiarity with Davis-Bacon wage requirements
- Prior dual-hat QCM/SSHO experience on federal projects
- Competent Person certifications (fall protection, confined space, excavation)
