About the Role

The ideal candidate will have strong experience in cost estimation, tender management, and contract administration, ensuring all project procurement and financial activities align with the company's strategic and compliance frameworks.


Duties and Responsibilities

1. Tender Review & Bid Preparation

  • Review tender documents, scope of work, and assess feasibility for qualification and financial criteria. Prepare presentations, risk matrix, and other relevant information, and seek approvals in line with DHRE’s strategic framework.
  • Prepare technical and commercial bids as per tender requirements, including rate analysis with logical risk-based pricing, ensuring methodology, pricing accuracy, and margin contingencies are adequately addressed.
  • Liaise with various departments to address all tender-related queries and finalize PTCs (Pricing Terms & Conditions), including coordination with the Risk/Legal department to ensure efficient contract execution.
  • Work closely with the Estimation team and cost consultants to obtain cost-effective bids while ensuring compliance with the approved budget.

2. Contractual and Administrative Support

  • Provide contractual and administrative support to the pre-contract team and section head, including reviewing Job Requisitions (JRs), drafting Solicitations of Interest (SoIs), and preparing award recommendation reports.
  • Participate in final negotiations; liaise with Legal and Risk departments on deviations from standard contracts, propose amendments for discussion, and facilitate agreement among stakeholders.
  • Lead and manage contract document compilation by coordinating with internal and external stakeholders to ensure all documents are accurately compiled and submitted on time.

3. Policy Development & Quality Assurance

  • Support the section head in developing and ensuring compliance with departmental policies and procedures.
  • Develop standard documentation/forms and implement internal tendering policies and procedures as per department guidelines.
  • Implement and maintain a Quality Assurance system to ensure accuracy and completeness of documentation.

4. Reporting & Documentation

  • Maintain a log of all active tender packages for review by the section head prior to release.
  • Prepare and submit periodic or ad hoc reports on tenders and bids to senior management as requested.


What are we looking for?

  • Bachelor’s degree in Quantity Surveying, Civil Engineering, or related field.
  • Minimum 5+ years of experience in a similar role, preferably within the UAE or GCC region.
  • Strong knowledge of tendering procedures, contract law, and procurement strategies.
  • Excellent analytical, negotiation, and interpersonal skills.
  • Proficient in MS Office Suite and industry software (e.g., CostX, Candy, AutoCAD is a plus).
  • Ability to multitask and meet tight deadlines in a fast-paced environment.
