Main Purpose of Job

The incumbent in this position will serve as a Regulatory and Compliance Engineer III (Project Manager) responsible for performing technical reviews of activities that alter the course, current, or cross-section of nontidal waterways, including the 100-year floodplain, throughout the State. The Regulatory and Compliance Engineer III will evaluate project applications based on engineering judgment and the criteria established in the Code of Maryland Regulations. The incumbent will coordinate with the U.S. Army Corps of Engineers, the Department of Natural Resources, and other State and local agencies regarding projects that may impact nontidal waterways or the 100-year floodplain.

In addition, the Regulatory and Compliance Engineer III will prepare and issue permit decisions, represent the Waterway Construction Division and the Department in various settings, provide guidance to lower-level engineers, consultants, applicants, and local governments, and review and comment on proposed laws and regulations related to nontidal wetlands and waterways.

The working conditions of this position involve exposure to uncomfortable or unpleasant surroundings. Site visits may be conducted in all kinds of inclement weather in waterways. Work may also involve exposure to hazardous conditions which may result in injury. Site visits usually involve walking on uneven terrain such as traversing steep slopes and stream banks that may result in falling. Work involves special physical demands such as lifting 50 pounds or more, climbing ladders, etc. Field visits may involve long walks up to approximately a mile and walking through waterways with unseen holes and going down and traversing uneven upland terrain. Work requires use of protective equipment such as goggles, gloves, mask, etc.
The incumbent in this position will be required to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: Two years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory compliance with engineering/architectural standards, practices, principles and methods.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety or related areas for the required education.

2. Candidates may substitute the possession of a Master’s degree in engineering or architecture from an accredited college or university for one year of the required experience.

3. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland, or in a state with comparable requirements for the required education and one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Familiarity with hydrologic and hydraulic modeling programs such as HEC-RAS (1D & 2D), GIS Hydro, TR-20, or TR-55.
  • Coursework or training in Open Channel Flow, Fluid Mechanics, Fluvial Geomorphology, or Stream Assessment Methodologies.
  • Coursework or training in Natural Channel Design, Regenerative Stream Conveyance Design, or Valley Restoration Design.
  • Familiarity with database computer programs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.
