Resident Engineer / Construction Manager – Dams & Heavy Civil

WSP is currently initiating a search for a Resident Engineer / Construction Manager for our Seattle, WA office. This role could also be assigned to our office in Redmond. Be involved in projects with our Construction Management Team and be a part of a growing organization that meets their client's objectives and solves their challenges . The RE/CM will have extensive dam and heavy civil construction experience to support complex water infrastructure projects, including large dam rehabilitation and modification programs.

This position is field‑based and located at a remote project site. The ideal candidate is interested in and comfortable working in remote environments for extended durations. Per diem and/or lodging will be provided in accordance with project requirements.

This role is best suited for a confident, adaptable construction leader who can pivot as conditions change, see the full project picture, and keep complex dam construction work moving forward.

Your Impact

The Resident Engineer / Construction Manager will serve as WSP’s primary on ‑ site representative and will lead construction activities on technically complex, high ‑ risk dam and heavy civil projects. This position includes direct supervision of inspector(s) and requires strong field leadership, decisiveness, and adaptability.

  • Act as WSP’s primary on ‑ site representative, maintaining a confident and professional presence with the Owner, contractors, and regulatory stakeholders
  • Lead construction management and inspection services on remote dam and heavy civil projects
  • Provide direct supervision, direction, and mentorship to inspector(s) assigned to the project
  • Ensure inspection staff perform work in accordance with contract documents, specifications, dam safety requirements, and WSP procedures
  • Oversee contractor compliance with contract documents, specifications, dam safety requirements, and regulatory conditions
  • Provide leadership and oversight for construction scopes including:
    • Mass concrete
    • Mechanical systems
    • Electrical systems
    • Instrumentation and monitoring
    • Rock anchors and foundation treatments
    • Drilling and grouting
    • Cofferdams / coffer cells and other temporary works
  • Maintain forward momentum by:
    • Anticipating constructability, sequencing, and access challenges common to remote sites
    • Making timely, sound decisions in the field
    • Pivoting as site conditions evolve while protecting project objectives
  • Review and manage RFIs, submittals, change orders, schedules, and pay estimates
  • Coordinate closely with designers, dam safety engineers, instrumentation specialists, and specialty contractors
  • Lead site safety efforts, including job hazard analyses, review of Contractor Health and Safety Plans, and monthly safety meetings
  • Oversee materials documentation, testing, and quality records associated with mass concrete and specialty construction
  • Prepare clear, concise progress reports that communicate issues, solutions, and next steps to keep the project advancing
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.
  • Perform additional responsibilities as required by business needs.

Who You Are

Required Qualifications

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field
  • 10+ years of progressively responsible experience in construction management or resident engineering

  • Direct experience on large dam, water infrastructure, or heavy civil projects
  • Strong background in mass concrete and specialty construction methods
  • Demonstrated experience supervising inspector(s) or field staff
  • Proven ability to lead complex projects in remote or logistically challenging locations
  • Excellent communication, judgment, and leadership skills
  • Willingness and ability to work full ‑ time at a remote project site
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies
  • Valid state driver’s license

Preferred Qualifications

  • Professional Engineer (PE) license or ability to obtain
  • Experience with dam rehabilitation, spillways, intake structures, outlet works, or foundation improvements

WSP provides a comprehensive suite of benefits including medical, dental, vision, disability, life, and retirement savings focused on a providing health and financial stability throughout the employee’s career.

Expected Rate: $138,100 - $205,040

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location.
