This position is 100% on site at a client wastewater plant in Virginia
By joining our team, you’ll get the opportunity to work on a team to carefully manage various aspects of projects as well as work to mitigate or eliminate project risks that threaten schedule, budget, safety, or quality. We’d depend on you to act as the primary project interface with the client, designer, contractor, operation staff, and outside agencies/stakeholders for multiple Wastewater Treatment projects. You’ll perform traditional Construction Administration / Resident Engineering functions for conformance with approved construction documents including but not limited to the project Contract, specifications, quality control plan, safety plans, schedule, requests for information (RFIs), change orders, pay requests, record drawings, commissioning and contract closeout.
You’ll actively manage and report on the status of the project schedule and budget, monitor and document contract progress and make recommendations to the client for contractor payments, change orders, and requests for information (RFIs).
You’ll conduct and document project meetings, coordinate and oversee field activities for testing and inspection reviews as well as participate in project decisions regarding technical approaches, cost control, schedule control, change management, risk management and performance.
Specific responsibilities include, but are not limited to:
Monitor and observe the progress and quality of the work performed by the Contractor to ensure that the work is proceeding logically and in accordance with the Contract Documents
Ensure compliance with contract requirements designed to avoid/minimize conflicts with existing plant systems and eliminate/reduce impact on plant operations,
Review, coordinate, and approve all shutdowns and outage requests by continuously working with Owner staff and the contractors
Investigate field issues / conflicts /and coordinate with Owner and Engineer to develop solutions for the design or construction problems
Screen all RFIs, respond when appropriate and coordinate with Owner and Engineer for a timely resolution
Coordinate the timely review of shop drawings, product data, equal product information, samples, and laboratory test reports for conformance with the Contract Documents
Coordinate with Owner and prepare and issue, when appropriate, Clarifications, Work Orders, Construction Change Directives, and Requests for Proposals
Coordinate all Quality Assurance inspections, independent special inspections, and inspections by regulatory agencies
Issue Non-Compliance notices and track until satisfactorily resolved
Oversee all testing, startups, and commissioning activities and issue final compliance and acceptance recommendation reports
Verify that equipment demonstration and operating and maintenance training are conducted in accordance with the contract requirements
Assist in the review of Proposed Change Orders and Prepare detailed cost estimate when required
Assist in reviewing the Contractor’s initial construction schedule, phasing plans, baseline schedule, schedule-of-values, monthly progress reports, and monthly construction schedule updates.
Review Contractor’s requests for payments and recommend for approval
Attend and chair all project meetings and conferences and prepare and distribute minutes
Prepare a weekly construction update report and a monthly assessment of project status
Review inspector reports documenting the progress, quality of the work, and impact of the construction on Plant equipment and operations
Oversee and maintain project files and logs for shop drawings, tests, non-conforming work, transmittals, WOs, RMCs, RFPs, RFCs, PCOs, COs, plant outages, etc.
Maintain a field office set of project documents and shop drawings and a set of record drawings
Advise Owners PM and Contractor of safety problems observed on-site
Lead the beneficial use and final completion inspections and prepare lists of items to be completed or corrected.
Review and approve all project record documents, as-builts, and O&M manuals for completeness and compliance with contract requirements
Provide oversight and management of Jacobs inspection staff and any consultants on site
Here's what you'll need
Bachelor’s degree in an engineering or science discipline
Professional working experience in construction management/resident engineering of wastewater facilitates
Familiarity with electronic project management software to track and administer the construction contract is preferred
Working knowledge of construction scheduling
Adept at interpersonal relationship building, conflict resolution, and participating on diverse teams
Must be proficient in the use of computers to prepare reports using Microsoft Office programs such as Word, Excel, PowerPoint, and Outlook
Must possess the physical ability to move around an active construction site
Full time on-site attendance is required (no teleworking)

110,000.00
Posted Salary Range: Upper
150,000.00

The base salary range for this position is $110,000.00 to $150,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
