Position Summary

The Residential Program Manager is responsible for the overall leadership, compliance, and operational oversight of residential programs serving individuals with intellectual and developmental disabilities under the Connecticut Department of Developmental Services (DDS). This role ensures high-quality care, regulatory compliance, and effective day-to-day operations of residential homes while supporting staff, residents, families, and state stakeholders. The Program Manager plays a critical role in maintaining safe, person-centered environments that promote health, independence, and community integration.

Position Scope

The Residential Program Manager oversees the daily operations of DDS-funded residential homes, including Community Living Arrangements (CLA), Community Residential Services (CRS), and Temporary Respite programs. The role includes staff supervision, regulatory compliance, fiscal oversight, program quality, and stakeholder coordination. The Residential Program Manager ensures homes operate safely, efficiently, and in alignment with Connecticut DDS regulations, Medicaid requirements, and organizational policies.

Key Responsibilities

Oversee the daily operations of residential home settings to ensure safe, supportive, and person-centered environments for all residents while maintaining appropriate staffing levels and program coverage. Hire, train, supervise, and evaluate Direct Support Professionals (DSPs), develop staff schedules, provide coaching and performance management, and ensure all team members maintain required certifications and training. Maintain residential properties in safe and compliant condition, coordinate repairs and maintenance, and ensure homes meet DDS safety and environmental standards. Build and maintain strong relationships with DDS representatives, case managers, families, and other stakeholders while participating in service team and state agency meetings. Ensure residents receive appropriate medical, behavioral, and personal care supports by monitoring health appointments, medication administration, and behavioral plans while promoting independence, dignity, and quality of life. Support the operation of DDS Temporary Respite programs, oversee admissions and transitions, and ensure effective service coordination. Participate in on-call rotations and provide emergency support when needed, assist with program development and expansion initiatives, conduct site visits and program audits, monitor EVV usage and documentation accuracy, coordinate staff onboarding and training, ensure timely incident reporting, and review documentation to maintain regulatory compliance, quality assurance, and strong operational outcomes.

Regulatory Frameworks

This position operates within the regulatory frameworks of the Connecticut Department of Developmental Services (DDS), Medicaid Waiver Programs, applicable state and federal health and safety regulations, and organizational policies and procedures.

Confidentiality

The Residential Program Manager must maintain strict confidentiality regarding all resident information in accordance with HIPAA, DDS regulations, and organizational privacy policies.

Documentation Requirements

Ensure accurate and compliant documentation including:
EVV service verification and service notes

Medical appointment tracking

Behavioral data and support documentation

Medication administration records (MARs)

Incident reports and DDS-required documentation

Staff training records and compliance tracking

Certifications

Medication Administration Certification

PMT (Physical Management Training)

CPR Certification

First Aid Certification

Education

Bachelor’s degree in Human Services, Social Work, Psychology, Healthcare Administration, or related field preferred.

Experience

3–5 years of experience managing residential programs serving individuals with intellectual or developmental disabilities.

Experience working with DDS or similar state regulatory agencies preferred.

Technical Skills

Electronic Visit Verification (EVV) systems

Staff scheduling platforms

Microsoft Office Suite (Word, Excel, Outlook)

Electronic health or service documentation systems

Languages

English required. Additional languages are considered an asset when serving diverse communities.

Driver License

Valid driver’s license required with ability to transport residents if necessary.

Travel Requirement

Travel required within the State of Connecticut to support residential homes, meetings with DDS, and stakeholder engagement.
