Job Summary:

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.
This position is located in the Immediate Office, Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). Within the Immediate Office, Business Continuity and Disaster Recovery (BC/DR) provides contingency planning and operations support, as well as improvements and enhancements to technical infrastructure, systems, information security, emergency communications, and business continuity capabilities of the House. This position serves as the Resource Analyst in the Resource Management directorate.

Key responsibilities include a variety of procurement activities for the BC/DR business unit and other business units supporting BC/DR activities, the coordination of inventory management tasks, and supporting annual/no-year budget planning activities.
Grade level at the time of appointment is determined by experience and designated level of responsibility. The position does not have day-to-day supervisory/managerial responsibilities.
This position has access to Personally Identifiable Information (PII).

Primary Duties/Responsibilities:

  • Supports budget justifications, identifies budget issues, explains variances, and recommends budget realignments or requests.
  • Follows annual procurement planning process, including procurement plan development and monitoring of business unit-level execution against the plan.
  • Identifies procurement actions at risk and helps to resolve them before operations and/or projects are negatively impacted.
  • Processes procurement requisitions and payments, as well as travel and training requests for BC/DR initiatives, in accordance with CAO and BC/DR policies and procedures.
  • Researches vendors, requests quotes, and supports Contracting Officer’s Representatives (CORs) as required.
  • Maintains familiarity and compliance with, and established standards for, all applicable legal requirements, House Rules, Committee, and CAO policies and procedures, as well as specific business unit and directorate practices and procedures.
  • Supports inventory management practices, ensuring the tracking, transfer, and inventory of assets is accurately captured and reported to CAO Asset Management.
  • Supports development, tracking, and execution of the annual training plan; assists staff in securing training and travel as needed.
  • Performs other official duties and special projects as assigned.

Minimum Qualifications:

3-5 years of experience in:
  • Knowledge of and ability to apply federal appropriations law and federal acquisition regulations (FAR) or equivalent.
  • Knowledge of and ability to use various automated office systems and software programs, including Microsoft Office, PeopleSoft Financials, and Hyperion Budget & Planning modules.
  • Knowledge of House budget rules and regulations.
  • Knowledge of financial management principles and objectives
  • Ability to analyze problems, evaluate viewpoints and proposals, and recommend appropriate solutions/changes.
  • Ability to establish and maintain administrative, quality control, and measurement criteria and processes.
  • Ability to communicate effectively to senior officials in the Legislative branch (both orally and in writing) as well as the ability to follow oral and written instructions.
  • Skill in consultation, outreach, presentation, coordination, and relationship management.
  • Skill in analysis, documentation, and record/asset management.

  • Must be willing to occasionally travel, potentially with limited notice, and perform contingency operations. This would include the ability to lift (up to 50 pounds) and load equipment.
  • Must be able to obtain and maintain a Top Secret Security Clearance.

Preferred Qualifications:
  • Bachelors degree in a related field
Security Requirement:
  • Must successfully complete a criminal history records check.
  • Employee may be subject to drug testing in accordance with the CAO Drug Free Workplace Plan.
  • This position requires that the applicant obtain and maintain an applicable U.S. Government Top Secret security clearance, which requires U.S. citizenship. We will not submit your application for a clearance unless you are a U.S. citizen.
