About the Role:
We are seeking a highly responsible and experienced Resource & Relations Director to provide technical, organizational, and confidential support to the District Manager and act as a liaison across several departments. This is a key leadership role overseeing administrative operations, human resources, insurance administration, and official board support.
Key Responsibilities:
Administrative Support:
- Provide high-level administrative assistance to the District Manager and Board of Commissioners
- Prepare correspondence, reports, and board meeting minutes
- Act as liaison to external agencies and the Chamber of Commerce
- Oversee front office operations, including supply procurement and mail routing
Human Resources Administration:
- Manage recruitment processes and onboarding tasks
- Coordinate background checks, drug screenings, and compliance tracking
- Maintain employee records and assist with benefits and compensation administration
- Advise department heads on HR-related issues
Insurance Administration:
- Administer employee benefits programs including health, life, and workers’ comp
- Maintain insurance documentation and ensure accurate reporting
- Coordinate with providers for employee benefits and claims management
Board Secretary Responsibilities:
- Attend and document Board of Supervisors meetings
- Maintain official records and district seal
- Certify meeting minutes and resolutions
- Serve as Deputy Secretary or Assistant Secretary as needed
- Act as Confidential Employee during Collective Bargaining negotiations
Qualifications:
- Bachelor’s Degree required; Master’s preferred (Public Administration, HR, Business, or related field)
- Minimum 5 years experience in government or related administrative role
- Strong understanding of HR laws, Florida administrative procedures, and public records management
- Excellent communication, organizational, and leadership skills
- Ability to handle confidential and sensitive matters with discretion
Certifications & Memberships:
- Membership in SHRM and Public Relations associations (required or willing to obtain)
- Notary Public, State of Florida (preferred)
- Continuing education participation required
Supervisory Responsibilities:
- Direct supervision of administrative support staff
- Authority to recommend hiring, evaluations, disciplinary actions, and terminations
- Promote professionalism and development within the department
Additional Information:
- This position requires attending public board meetings outside of regular hours
- Meet legal custodial responsibilities for official records
- Designated as a Confidential Employee under the Public Employee Relations Commission
Job Type: Full-time
Pay: $87,378.20 - $108,097.60 per year
