Job Description

The Railroad Commission of Texas is seeking an experienced IT Business Analyst II, III, or IV to support application analysis, production support, requirements gathering, issue resolution, and coordination with business and technical teams for the Technology Modernization efforts at the Railroad Commission of Texas (RRC).

RRC is moving multiple applications and the associated data/processing from a mainframe system to .NET and Salesforce systems. During this process, we need to maintain multiple teams skilled in both systems to handle issues arising from data migration, changing requirements, and legacy integrations, and to help monitor and optimize the new system. Production Support is one such team and is critical to our success in this effort.


The Production Support team will be responsible for the following:

  • Ticket Management & Prioritization: Manage the ticket queue, prioritizing issues based on urgency, impact, and severity
  • Root Cause Analysis: Lead team investigating recurring issues, conducting root cause analysis to implement permanent fixes and prevent future occurrences.
  • Process Improvement: Develop and enhance support procedures to improve system reliability, performance, and functionality
  • Stakeholder Communication: Provide regular status updates to management and business stakeholders


Essential Job Duties

  • Oversee production support team to identify, triage, investigate, and document solutions to resolve production incidents and to improve system functionality, performance, and stability.
  • Conduct root cause analysis when applicable to identify underlying issues and prevent recurrence.
  • Escalate unresolved issues promptly, working closely with key stakeholders to achieve the desired resolution.
  • Ensure systems of record are documented appropriately.
  • Reviews and assigns to other team members as needed, and completes own assignments.

  • Performs related work as assigned.

Minimum Qualifications

IT Business Analyst II

  • Bachelor's Degree from an accredited four-year college or university, preferably with major coursework in information systems, computer science, business, or a related field.
  • 4 years of experience as a Business or Data Analyst involving information technology programs.
  • Proficiency with SQL and experience with .NET and Azure.
  • Previous experience in Production Support, DevOps, or Technical Support Lead role.
  • Experience with ticket systems, Azure DevOps preferred.
  • Experience and education may be substituted for each other on a year-for-year basis.

IT Business Analyst III

  • Bachelor's Degree from an accredited four-year college or university, preferably with major coursework in information systems, computer science, business, or a related field.
  • 6 years of experience as a Business or Data Analyst involving information technology programs.
  • Proficiency with SQL and experience with .NET and Azure.
  • Previous experience in Production Support, DevOps, or Technical Support Lead role.
  • Experience with ticket systems, Azure DevOps preferred.
  • Experience and education may be substituted for each other on a year-for-year basis.


IT Business Analyst IV

  • Bachelor's Degree from an accredited four-year college or university, preferably with major coursework in information systems, computer science, business, or a related field.
  • 8 years of experience as a Business or Data Analyst involving information technology programs.
  • Proficiency with SQL and experience with .NET and Azure.
  • Previous experience in Production Support, DevOps, or Technical Support Lead role.
  • Experience with ticket systems, Azure DevOps preferred.
  • Experience and education may be substituted for each other on a year-for-year basis.


Preferred Qualifications

  • Experience with Mainframe Environments, COBOL, SQL, Azure DevOps, and Visio.
  • Experience in reverse engineering MF batch programs and translating them into business requirements.
  • Experience in creating/updating design documents.
  • Experience with RBDMS (Risk-Based Data Management System) COTS product.
  • Proven ability to troubleshoot production support tickets, identify the defects & deliver root-cause findings and corrective actions.
  • Strong technical writing skills and proficiency with Visio/diagramming; experience maintaining auditable artifacts in

    SharePoint/Confluence/Azure DevOps.

  • Experience with process improvement strategies and methodologies.
  • Proven ability to lead change and design more efficient processes.
  • Experience in the Oil and Gas industry, as well as general compliance and enforcement-related projects, as a Business Analyst.
  • Proven ability to work compatibly within multifaceted teams, resolve conflict, and deal with challenging situations.
  • CCBA/ CBAP or similar certification.


Knowledge, Skills, and Abilities

  • Drive and work ethic needed to master the required knowledge of the LoneSTAR and legacy applications
    Willingness to tackle difficult and complex problems.
  • Strong team management, mentoring, and delegation skills, demonstrated ability to facilitate problem-solving and collaboration among cross-functional teams.
  • Excellent communication skills to work with both technical teams and business stakeholders, and the ability to communicate complex technical information clearly and concisely, both orally and in writing.
  • Knowledge of technology modernization implementation from legacy/mainframe systems into current technologies.
  • Ability to analyze systems and procedures; to write and revise standards and procedures; and to handle multiple projects.
  • Skill in the analysis and documentation of business processes, development of process improvement, planning and execution of integration and user acceptance testing, support of development training, and implementation material.


Miscellaneous Requirements:

  • Ability to work a consistent schedule such as Monday-Friday, 8 AM – 5 PM Central Time, with occasional flexible hours, after hours, weekends, and holidays.
  • Ability to work Onsite (Austin, TX), with the flexibility to follow the organization's telework policy, including eligibility to work remotely up to two days per week if approved.
  • Level & salary will be determined based on the selected candidate's education, experience, knowledge, skills, and abilities.


Work Hours:
Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternative schedules for employees, provided they do not adversely affect operations or service levels and standard hours of operation are maintained. The Commission may also offer telework in accordance with the agency's approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
