Job Purpose
The Safety Engineer is responsible for the entire life cycle of all RSK subsystems, leading hazard identification, risk analysis, safety requirement allocation, V&V and safety confirmation to ensure that the products meet the requirements of standards such as EN 50126/8/9, IEC 61508, ISO 26262, UL 991/1998, and obtain third-party independent safety assessment (ISA) certificates. Take the lead in identifying and meeting the safety requirements of the contract, and coordinate with subcontractors to complete various documents and meeting discussions to meet client requirements.
Main Responsibilities
1. Organize and prepare project safety plans (Safety Plan) and safety verification and validation plans (SVVP);
2. Lead Preliminary Hazard Analysis (PHA), Interface Hazard Analysis (IHA), Subsystem Hazard Analysis (SSHA), System Hazard Analysis (SHA), Operating & Support Hazard Analysis (OSHA), as well as Fault Tree Analysis/Event Tree Analysis (FTA/ETA);
3. Establish Hazard Logs, conduct risk matrix assessments (Severity, Probability, Exposure, Detectability) for each hazard, propose risk mitigation measures, and track closure;
4. Decompose safety requirements (Safety Requirement) to hardware and software levels, participate in drafting safety requirement specifications (SRS) and safety manuals (Safety Manual);
5. Lead end-to-end engagement for Independent Safety Assessment (ISA)/third-party certification (TÜV, SÜD, DNV, CCF), and organize stage-gate reviews (Stage-Gate 0-5);
6. Support functional safety testing (Fault Injection, EMC, FMEA-MSR, DFA) and review test reports;
7. Define Safety Case structure, collect evidence, complete compliance matrices (Compliance Matrix), and deliver final Safety Case Reports;
8. Conduct safety impact assessments for field changes, operational incidents, and safety bulletins (Safety Bulletin), and update Hazard Logs and Safety Cases accordingly;
9. Participate in various meetings with users and C-ISA/E-ISA, respond to and discuss feedback, and coordinate timely responses and discussions with subcontractors on document comments;
10. Conduct hazard argumentation and discussions in Doors NG, close out evidence, and ensure proper documentation;
11. Monitor and close risks and measures arising at various stages, and oversee vehicle acceptance and delivery;
12. Provide solutions and responses to safety-related issues raised by users, and review and respond to proposals submitted by subcontractors.

14.Monitor and ensure the target of Safety allocation be achieved according the requirement.
15.Coordinate subsystem to push and complete deliverable on baseline and schedule. All of key milestone should be met on time.
Continuously monitor safety performance and recommend improvements to management.
Qualifications
Education: Bachelor’s degree in Safety Engineering, Environmental Engineering, Civil/Mechanical Engineering, or related field.
Certifications: Training or get to know the standards EN 50126/8/9、IEC 61508、ISO 26262、AREMA、IEEE 1474(not limited).
Experience: Minimum 5–7 years in HSE, preferably in railway, metro, or large-scale infrastructure projects.
Key Competencies
Proficient in systems safety engineering principles (V-Model, safety lifecycle, risk matrix ALARP principle);
Possesses hazard identification and risk modeling capabilities with the ability to balance the "safety-cost-schedule" triple constraints;
Advanced mastery of Excel (risk matrix templates, Hazard Log dynamic tracking) and PowerPoint (client safety review presentations);
Proficient in Hazard Analysis methodologies: PHA, IHA, SSHA, SHA, OSHA, FMEA/FMECA, DFA, FTA, ETA, DFD, and STPA.
Familiar with Safety Integrity Level allocation: SIL 1-4, SIL 0, ASIL A-D, and PL a-e.
Experienced with safety-related tools: Medini Analyze, Ansys, DOORS, Reqtify, Isograph, CAFTA, and FaultTree+.
Knowledgeable in verification methods: Fault Injection, EMC, Fire & Smoke, V&V Matrix, and Safety Case Argument-Claim-Evidence (ACE) structure.
Preference given to candidates with understanding of Safety & Cybersecurity Co-Analysis.
Prior experience in automating Hazard Log and evidence chain verification using Python/MATLAB scripting is highly desirable.
