Job Title: HSE Officer

Location: Al-Jouf Region, Saudi Arabia

Project: Specific Al-Jouf Project

Role Purpose

The HSE Officer is responsible for ensuring a safe and healthy work environment at the project site in Al-Jouf . The role focuses on implementing HSE policies, monitoring compliance, managing risks, and supporting continuous improvement in health and safety performance throughout the project lifecycle.

Key Accountabilities & Key Activities

Safety Management

  • Implement and enforce HSE policies, procedures, and project safety plans.
  • Conduct regular site inspections and audits to identify hazards and ensure compliance with project and regulatory requirements.

Risk Assessment & Reporting

  • Perform risk assessments and job safety analyses for project activities.
  • Prepare HSE reports, observations, and corrective action follow-ups.
  • Monitor and report HSE performance indicators for the project.

Training & Awareness

  • Deliver site HSE inductions, toolbox talks, and safety awareness sessions.
  • Promote a strong safety culture among project teams and contractors.

Incident Management

  • Investigate incidents, accidents, and near misses at the project site.
  • Identify root causes and recommend corrective and preventive actions.
  • Maintain accurate incident records and documentation.

Continuous Improvement

  • Support the implementation of HSE initiatives specific to the project.
  • Ensure compliance with local regulations and company standards.
  • Contribute to improving overall project safety performance.

Job Specifications

Industry / Domain

  • Construction Industry

Knowledge & Experience

  • 1–5 years of experience in HSE roles within construction projects.
  • Experience working on site-based or project-specific assignments is preferred.

Education & Certifications

  • Diploma or Bachelor’s degree in Occupational Health & Safety or related field.
  • NEBOSH, IOSH, or equivalent HSE certification is preferred.

Technical Skills

  • Risk assessment and site inspection skills.
  • Incident investigation and reporting.
  • Strong documentation and communication skills.
  • Proficiency in MS Office and basic HSE systems.
