To ensure the effective implementation of health, safety, and environmental requirements across civil construction projects, preventing accidents, injuries, property damage, and regulatory violations while maintaining full compliance with company policies, client requirements, and UAE statutory regulations.

Key Responsibilities

  • Implement and monitor the project HSE Plan, Risk Assessments, and Method Statements.
  • Conduct daily site inspections to identify unsafe acts and unsafe conditions and ensure corrective actions are implemented promptly.
  • Monitor high-risk activities including excavation, earthworks, lifting operations, scaffolding, work at height, demolition, concrete works, and heavy equipment operations.
  • Ensure compliance with Dubai Municipality, UAE Labour Law, client HSE requirements, and applicable international safety standards.
  • Conduct toolbox talks, safety inductions, safety campaigns, and awareness programs for workers and supervisors.
  • Verify that all workers are trained, competent, and authorized for their assigned tasks.
  • Review and monitor Permit-to-Work (PTW) systems for critical activities.
  • Investigate accidents, incidents, near misses, and property damage events and prepare detailed reports with corrective and preventive actions.
  • Ensure proper use and maintenance of Personal Protective Equipment (PPE).
  • Monitor subcontractor safety performance and enforce compliance with project safety requirements.
  • Maintain safety records, inspection reports, training records, incident logs, and statutory documentation.
  • Coordinate emergency response procedures and conduct emergency drills.
  • Participate in client, consultant, and management safety meetings.
  • Monitor environmental controls including waste management, dust control, noise control, and housekeeping standards.
  • Ensure implementation of heat stress and summer safety measures in accordance with UAE regulations.
  • Stop any work activity that presents an imminent danger to personnel, property, or the environment.

Qualifications

  • Diploma or Bachelor's Degree in Engineering, Occupational Health & Safety, or a related field.
  • NEBOSH International General Certificate (IGC) – Mandatory.
  • IOSH Managing Safely or equivalent certification.
  • First Aid and Fire Safety Training preferred.

Experience Requirements

  • Minimum 10 years of HSE experience in UAE civil construction projects.
  • Proven experience in infrastructure, roadworks, utilities, earthworks, concrete structures, and general civil construction activities.
  • Strong knowledge of UAE HSE regulations and Dubai Municipality requirements.
  • Experience dealing with client and consultant safety audits and inspections.

  • Reduction in unsafe acts and unsafe conditions on site.
