Safety, Security, and Access Officer

Major Responsibilities

1. Access & Engagement

• Develop and maintain work plans, logbooks, and stakeholder engagement contact lists.
• Support coordination with government authorities and relevant stakeholders for approvals, NOCs, and foreign visitor clearances.
• Assist in arranging meetings with government counterparts and key stakeholders.
• Support maintenance of IRC acceptance and operational access in areas of implementation.
• Assist in stakeholder mapping, contact management, and development of access profiles.
• Support preparation, submission, tracking, and follow-up of official documentation, endorsements, and approvals.
• Assist in identification of accessible/inaccessible areas and preparation of access updates and sitreps.
• Collect, analyze, and share contextual and operational information to support access decision-making.
• Contribute to conflict sensitivity analysis and monitoring of contextual developments.
• Maintain regular liaison with government bodies and support relationship building based on trust and coordination.
• Ensure timely processing and tracking of all access-related documentation requirements.

2. Safety & Security

• Identify, report, and support response to security incidents affecting staff, assets, and operations.
• Support implementation of security management systems under supervision of the SSBC Lead/Security Coordinator.
• Conduct basic assessments of offices, routes, and operational areas and report findings with recommendations.
• Maintain staff movement tracking systems and travel records.
• Share security updates through designated communication channels and groups.
• Assist in preparation of routine security reports (daily, weekly, monthly) and incident reporting.
• Maintain updated contacts with security focal points across programs and locations.
• Attend security coordination meetings as required.
• Support analysis and dissemination of security information to enable informed decision-making.
• Maintain confidentiality, neutrality, and proper handling of security-sensitive information.
• Assist in organizing security briefings, refresher trainings, and simulation exercises (e.g., evacuation, emergency response scenarios).
• Support identification of risks and implementation of mitigation measures for safe working environments.
• Assist in processing Travel Request Forms (TRFs), visa follow-ups, and compliance requirements.
• Maintain records of staff travel, movements, and approvals.
• Ensure compliance with IRC and government security and administrative requirements.

Job Requirements:

A. Education:

 Bachelor’s/Master’s degree in Social Sciences or a relevant field from a recognized university.

B. Work Experience:

 2–3 years of work experience with an NGO/INGO would be an added value.

 Ability to work under pressure in an unstable security environment. Able to handle sensitive information with strict confidentiality.

 Experience in training, capacity building and team building of staff.

C. Demonstrated Skills and Competencies:

 Excellent interpersonal and communication skills.

 Excellent report writing skills.

 Ability and experience in coordinating with the government and partner organizations.

 Excellent training, capacity-building, and team-building skills.

D. External & Internal Coordination:

 Attend all project cycle meetings currently implemented in the province and provide required SS&BC coverage/support.

 Extend support to ensure business continuity and access for IRC programs.
