The North Carolina Department of Public Instruction (NCDPI) is seeking applicants for a IT Project Manager I (Working Title: SBS Program Manager - Data Analysis and Modernization ) within DPI's Financial and Business Services division.

The Office of School Business of the Department of Public Instruction has four sections: Reporting and Analysis (10 staff) Monitoring and Compliance (8 staff) School Allotments (5 staff) and Program Support/Special Projects (8 staff). Overall, this area services the entire agency, the 115 Local Education Agencies (LEAs), all charter schools and other educational entities, the State Board of Education, the Governor’s Office, the General Assembly, and the taxpayers of North Carolina. It has the oversight of over $9.5 billion in State dollars, $7 billion of federal funds, $2.5 billion of capital funds, as well as other federal programs such as School Nutrition services, etc.

This division is responsible for the State Public School Fund Budget, the allocations of funding to Public School Units and nonprofits; collecting and accounting for the expenditures; the monitoring and compliance of the use of the funds; the analysis and reporting of the financial, personnel and aggregate student data; the development of the policies related to public school salary, allotments of State and Federal funds and Student accounting.

The SBS Program Manager – Data Analysis and Modernization is responsible and accountable to the School Business Data Analytics/Modernization Manager for the overall success (on time, on budget, on scope) for critical, larger, more complex and/or more visible projects within the School Business Systems Modernization Initiative (SBSM), including ERP initiatives.

Responsibilities include planning and managing projects, developing reports, evaluating project progress, identifying risks, and escalating issues to management. Project planning involves determining the project's scope as well as the development of cost and schedule estimates. Detailed project status will be reported to the SBS Senior Director and the Data Analytics/Modernization Manager. He/she will need to collaborate directly with SBSM IT Team and leadership to provide adequate visibility into actual progress so that senior management can take effective actions when the project's performance deviates significantly from the plan.

Additionally, this position will work with all departments within DPI’s Agency Financial Services, internal stakeholders, and public school units. The Program Manager will serve on the SBS Data Analysis and Modernization team, which consists of data visualization specialists and business analysts. As a part of this team, this position will need to be experienced in performing all functions required within a project. This may include developing technical requirements, writing database queries, developing data visualizations, creating reports, validating data, and developing final reports. This position will work in collaboration with the School Business Data Analytics/Modernization Manager to ensure all projects meet the needs of the business owners and are completed on time and within budget.

The functions associated include:

  • Managing the overall project plan to ensure work is assigned and completed on time and quality identified in the project plan.
  • Identifying, tracking, managing, communicating, and resolving project issues.
  • Proactively disseminating project information to all stakeholders.
  • Identifying, managing, and mitigating project risk.
  • Ensuring the solution is of acceptable quality.
  • Ensuring project deliverables meet the needs of the end-user(s).
  • Lead project team reviews critical project milestones.
  • Understanding the operational workload of project team members and escalating where deliverables are at risk.
  • Performance reporting and measuring to assess how the project is progressing, whether deliverables produced are acceptable and taking corrective action to bring the project in line with the plan.
  • Overseeing, planning, managing, and participating in product development.
  • Developing technical requirements, standards of practice, and project specifications.
  • Writing database queries, developing views, and dashboards.
  • Strong understanding of SQL programming language.
  • Strong understanding of Tableau or similar visualization tools.
  • Ability to effectively collaborate and communicate with all levels of stakeholders.
  • Strong problem-solving skills.
  • Adhering to established policy and procedures with respect to project management methodology, quality assurance, state technical architecture and other related State and agency-specific IT projects and procurement guidelines and statutory mandates.

MANAGEMENT PREFERENCES:

  • Demonstrated experience in conflict resolution skills, negotiation and mediation skills, critical thinking skills, analytical skills, solid organizational skills, and experience utilizing various methods of communicattion.

  • Demonsrated e xperience managing, organizing, and leading large complex projects and product deployments with financial systems.

  • Demonstrated experience collaborating with School Business Processes and Functions to ensure appropriate guidance can be established for process workflow improvements that will not adversely impact on the 300+ PSUs we serve.

  • Demonstrated experience with Snowflake, DataBricks, or other data warehouse solutions.

  • Valid North Carolina Driver's License. Out-of-state Applicants must have a valid Driver's License and acquire an NC Driver's License within 60 days of hire.

Minimum Education and Experience

Bachelor’s degree in Computer Scienceor a related IT field,Business Administration, Project Managementor closely related degree from an appropriately accredited institution and three years of experience in IT project management or technical project management related work; or an equivalent combination of education and experience.
