Job Description: Scholar Outcomes & Impact Coordinator (SOIC)
Reports To: Associate Director of Outcomes & Impact
Status: Full-Time, Exempt
I. Role Mission
The Scholar Outcomes & Impact Coordinator (SOIC) is the operational engine behind the "Path to 500." This role manages the Scholar intake lifecycle, clinical logistics, and Scholar-facing community events to ensure students move through the pipeline efficiently. The SOIC acts as the primary coordinator between families, the clinical team, and organizational partners to maintain a seamless "Screening to Match" experience.
II. Compensation & Salary Progression
The SOIC role features a structured salary band starting at Step 0 ($48,000). The salary increases by 3% annually on the promotion anniversary.
- Clinical Triage: Review incoming Scholar files for existing documentation. If a Scholar has a completed assessment from the last 18 months or an official diagnosis of dyslexia, fast-track the file for immediate matching.
- Assessment Coordination: For Scholars requiring new evaluations, notify the Associate Director (ADOI) of the specific need (e.g., Woodcock-Johnson IV, GORT-V, CTOPP, or KBIT). The SOIC does not administer assessments but manages the logistics of the request.
- The Match Engine: Execute the strategic matching of certified Tutors with active Scholars by analyzing available clinical data and tutor availability.
- Zero-Waitlist Management: Proactively manage the intake pipeline to ensure the waitlist remains at zero and new applicants reach "Match" status within 5 business days of approval.
- Two-Generation Enrollment: Support the ongoing development of the Caroline Center Pipeline and other community partnerships to ensure vocational-support slots are 100% fulfilled.
2. Data Oversight & Management (25%)
- Data Fidelity: Act as the primary administrator for Scholar data in Practice Portals and Riverside Insights, ensuring all records are up to date.
- Progress Monitoring Audit: Review weekly 1-minute assessment data (TLS, TNW, CBM) entered by tutors to ensure compliance with the DTP progress monitoring standards.
- Trigger Reports: Notify the ADOI immediately when data flags (no growth for one 4-week cycle) so an instructional plan can be created.
3. Scholar Events & Personnel Supervision (20%)
- Lead Scholar Events: Serve as the primary lead for all Scholar-facing events, including family workshops, "Path to 500" community rallies, and Scholar recognition ceremonies.
- Intern Supervision: Directly supervise and mentor one Summer Intern, providing guidance on non-profit operations and Scholar support logistics.
- Partner Relations: Manage ongoing logistics for the MSU Literacy Brigade and other Baltimore City partners (JHU, MSU) to maintain MOU fidelity.
4. Impact Storytelling & Grant Support (10%)
- Success Curation: Identify high-growth Scholars for the October Gala testimonials based on monitored progress data.
- Grant Data Provision: Supply raw Scholar data sets to the ADOI to support clinical growth grant applications.
IV. Success Metrics (KPIs)
- Clinical Triage Accuracy: 100% accuracy in identifying Scholars with existing valid assessments (18-month window) to prevent redundant testing.
- Match Velocity: Maintain an average of 5 business days from clinical approval to active Tutor pairing.
- Event Excellence: High family engagement and attendance rates at led Scholar-facing events.
- Data Integrity: Maintain 98% accuracy in Practice Portals and ensure 100% of "Data Flags" are reported to the ADOI within 24 hours.

- Educational Background: Bachelor’s degree in Education, Social Work, or a related field.
- Administrative Proficiency: Exceptional organizational skills and mastery of data management platforms.
- Clearance: Successful completion of a comprehensive background check.
