The Procurement Compliance Manager will also assist with refining and managing MWBE and SDVOB reporting and tracking systems, as well as preparing required reports for ESD procurements.</p><p></p><p><b><br>
WORK PERFORMED:</b></p><div><ul><li>
Lead development, implementation, and performance monitoring of MWBE policies, goals, and compliance standards across procurement operations within OCSD.</li><li>
Review procurement documents including sequences and requisitions for appropriate board language.</li><li>
Conduct compliance audits, risk assessments, and post-award reviews to confirm contractor commitment to MWBE and SDVOB participation goals.</li><li>
Provide guidance and technical assistance to contractors, MWBE firms, procurement staff, and internal program stakeholders.</li><li>
Facilitate training and workshops on MWBE compliance, procurement processes, and regulatory requirements.</li><li>
Foster a culture of accountability, inclusion, and excellence in compliance monitoring practices.</li><li>
Manage MWBE and SDVOB utilization for multiple high-profile projects, tracking compliance on NYS Executive Law Article 15A and Veterans&rsquo; Services Law Article 3.</li><li>
Review procurements and contract documents to ensure that applicable MWBE and SDVOB provisions and relevant requirements are accurately included.</li><li>
Present and participate in panel discussions, workshops and other activities at conferences and events.</li><li>
Analyze, recommend, and update internal MWBE and SDVOB compliance and business processes, as necessary.</li><li>
Assist with quarterly and annual contract compliance reports and other procurement reports, as necessary.</li><li>
Host business development industry events in support of ESD&rsquo;s mission to promote a vigorous and growing economy by targeting business sectors that will increase participation with diverse contractors and grantees.</li><li>
Provide support to the Director of the Office of Contractor &amp; Supplier Diversity and AVP of the Office of Contractor &amp; Supplier Diversity on MWBE and SDVOB marketing, outreach, compliance, and project management oversight, as necessary.</li><li>
Ensure adherence to diversity and best practices and provide the highest standard of customer service to all stakeholders, while providing individualized technical assistance.</li><li>
Participate in weekly, monthly and quarterly office, interdepartmental and division-wide meetings and/or webinars; and,</li><li>
Complete projects, tasks and other duties as assigned by the Assistance Vice President and/or Director of Contractor &amp; Supplier Diversity.</li></ul></div><p></p><p><b><br>
MINIMUM REQUIREMENTS:</b></p><p><i>
Education Level required: </i>Bachelor&rsquo;s Degree, Master&rsquo;s degree preferred.</p><p><i>
Experience required: </i>3-6 years of relevant experience, preferably within state government, including areas such as MWBE, SDVOB, contract administration, regulatory compliance, project management, grant administration, and/or construction. Strong experience in contract compliance/procurement, and financial auditing is preferred. At least 2 years of the required experience working directly with MWBE and SDVOB programs in a state government environment, with a specific focus on contracts and/or procurements is highly desired.</p><p><i>
Knowledge required: </i>Advanced proficiency in Microsoft Office and using contract and data management systems. Strong analytical and problem-solving abilities with attention to detail. Excellent interpersonal skills and outstanding oral and written communication skills are required.</p></div>
