GENERAL RESPONSIBILITIES</div><div></div><div>
Directs, coordinates, and monitors construction management activities of a team of construction engineers (Airports Authority staff and consultants) in the execution of CCP, COMIP, and associated renewal and replacement (R&amp;R) projects.</div><div></div><div>
Reviews engineering designs and contract documentation prepared by other offices to enhance constructability, maintainability, and sustainability for construction activities to proceed expeditiously. Makes suggestions to improve contract documents and the economy and efficiency of the construction, to ensure modern/practical construction techniques are used, and to eliminate and/or minimize potential contractor claims and disputes.</div><div></div><div>
Ensures airports remain operational during construction and that overall designs minimize inconvenience to airlines, tenants and traveling public.</div><div></div><div>
Inspects and monitors new construction in progress and upon completion, makes recommendations on approval or disapproval of work to ensure work performed meets contract specifications, industry standards and project design intent using the US Army Corps of Engineers (USACE) Contractor Quality Control methodology.</div><div></div><div>
Coordinates the submission of construction progress reports; reviews reports for adequacy and accuracy of services performed, construction schedules, laboratory reports, etc.; reviews/ approves shop drawings, material lists, catalog samples, etc.; and confers with designers (within and outside the Airports Authority) on contractor-submitted items to assure that design intent is accomplished in construction.</div><div></div><div>
Develops, establishes and applies construction project scheduling, control, and review systems to assist in achieving goals and results.</div><div></div><div>
Provides technical direction to consultant(s) or others; monitors/oversees the evaluation of construction bids and the selection of firms for contract award [this includes recommending Local Disadvantaged Business Enterprise (LDBE) and Disadvantaged Business Enterprise (DBE) participation for construction contracts]; and oversees professional staff in the technical aspects of contract negotiations.</div><div></div><div>
Engages in extensive scheduling and estimating processes and complex negotiations with difficult contractors concerning claims and a variety of construction issues to avoid litigation and resolve disputes, with a focus on time, cost, fidelity to specifications, quality, safety and other management considerations.</div><div></div><div>
Interfaces with DCA&rsquo;s and IAD&rsquo;s Engineering and Maintenance Departments as well as the Airports&rsquo; airlines, tenants, employees, and others on the operational impact, status and progress of Operations and Maintenance (O&amp;M) projects and Airport and DTR road construction.</div><div></div><div>
Manages special projects, studies, and analyses to establish or improve systems for construction scheduling, quality control, cost control, safety, and progress reporting.</div><div></div><div>
Serves as Contracting Officer's Technical Representative (COTR) for construction and in support of consultant contracts.</div><div></div><div>
Serves as secondary manager for the Construction Department. Acts as point of contact for internal and external auditors; briefs and provides tours to management officials, elected and administrative officials, foreign visitors, etc.</div><div></div><div>

QUALIFICATIONS</div><div></div><div>
Eight years of progressively responsible experience in construction planning, designing, and/or serving as project engineer administering civil engineering and construction contracts and/or maintaining buildings and/or roads, with emphasis on serving as the owner's representative.</div><div></div><div>
Comprehensive professional knowledge of the concepts, principles, and practices of civil engineering and related engineering concepts, principals and practices including related fields (such as electrical, mechanical, environmental and architecture).</div><div></div><div>
Comprehensive knowledge of the construction industry, including knowledge of construction, utility operation, and maintenance trades and processes.</div><div></div><div>
Knowledge of key regulatory requirements affecting construction such as FAA standards on airfield lighting and EPA regulations on storage of hazardous waste to supervise and coordinate large civil engineering/construction projects.</div><div></div><div>
