 <div>Key Tasks and Responsibilities:
<ul><li>Review all technical project documents upon contract award and identify any differences or discrepancies between pre-contract and post-contract documents, as well as deficiencies in tender method statements.
</li><li>Attend bid interviews with local Management and participate in global management reviews
</li><li>Ensure all bid inputs have been reviewed and approved by the Division Manager and General Superintendent before submittal. The Diving Manager is to review and approve all diving estimates.
</li><li>Prepare technical clarifications/qualifications about the scope of work, drawings, and specifications and submit them to the Proposal Coordinator
</li><li>Develop a plan and allocate resources for the project to ensure that engineering deliverables are completed according to the agreed-upon schedule.
</li><li>Monitor the progress of the project section to prevent major issues or delays from occurring during the project.
</li><li>Take the lead in creating installation documentation, procurement, and fabrication materials (such as scopes of work, procedures, drawings, sketches, etc.).
</li><li>Ensure the accuracy of procurement, fabrication, and installation documentation, making sure they comply with the contract requirements.
</li><li>Coordinate with other departments within the project team to ensure smooth operations.
</li><li>Offer support on engineering-related matters to the Project/Procurement Subcontracting Department, ensuring that competent suppliers or service providers are chosen for the job.
</li><li>Determine the sequence of work to be performed
</li><li>Determine the equipment to perform the work based on availability, tender requirements, and management bid philosophy
</li><li>Determine the crew make-up required for each phase of the project. Update and circulate crew make-ups as required.
</li><li>Determine the duration of work, using historical records for similar jobs where applicable
</li><li>Prepare a bar chart schedule for the marine work including vessel modifications and other preparatory work
</li><li>Prepare miscellaneous costs for offshore work. This will include barge rig-ups / designs, port clearances, and project consumables. The offshore miscellaneous costs will include inputs from Diving, E&amp;M, Safety, etc. and identify all other costs for the compliance with tender documents
</li><li>Coordinate with Construction Support Engineering to prepare the technical drawings for bid submittals
</li><li>Prepare written procedures on safe work methods which meet project requirements for inclusion in the technical bid submission
</li><li>Review the proposal document and identify the work to be subcontracted if any
</li><li>Prepare technical description and bid pricing structure for the subcontracted work based on schedule and Company specification. This is to be performed in coordination with the Subcontracts Administrator and Proposal Coordinator who assemble the commercial portions of the quotation. Typical subcontracts the Offshore Coordinator will be responsible for are:

<ul><li>Review engineering-related information to ensure that comprehensive and accurate data is included in bidding proposals.

</li><li>Prepare Technical Bid Evaluation (TBE) to finalize the installation vessels required for job execution
</li><li>Evaluate subcontract qualifications and make recommendations to the Proposals Coordinator for a lump sum and miscellaneous costs
</li><li>Review subcontract qualifications to incorporate into principal qualifications to the company
</li><li>Provide tender resource and scheduling information to the Administration and Planning group for financial forecasting purposes
</li><li>Coordinate with other functions in the Company in the preparation of the tender
</li><li>Review Engineering studies conducted for the tender with regards to the Offshore Operation
</li><li>Prepare bid summary book for all offshore input for major proposals
</li><li>Prepare Dive Task Plan for diving related jobs.</li></ul></div>
 <div>Essential Qualifications and Education:

</li><li>7 - 9 years of experience in the oil and gas industry with Major Contractors or consultant
</li><li>At least 2-3 years of Operations and field Engineering experience

 Key Responsibilities

 To coordinate and execute Onshore &amp; Offshore and subsea logistics planning, control and management related to logistics, marine inspection, mobilization, and installation activities for various offshore projects within the group.

 Organize final/follow-up inspection to ensure that all identified punch items are closed to the satisfaction of QP Marine &amp; Safety prior to mobilizing infield.

 Ensure that the Project Manager, Head of Projects, Head of Construction, Head of Commissioning and Senior Project Engineers are fully informed on all execution related issues and provide recommendation for resolutions.

 To act as the main focal point for all offshore execution related communications to ensure that clear directives and responsibilities are identified and integrated into offshore activities of respective project technical and construction teams.

 B.Sc. (or) Higher National Diploma and/or Diploma in relevant engineering discipline from a recognized University. Certification in Nautical Science (maritime), Marine Logistics, Onshore &amp; Offshore and Port Operations will be an added advantage.
