Job Description 
Role Summary<ul><li>
Responsible for overseeing, coordinating and managing the design and construction management plan for the design and supervision works undertaken by the General Engineering Consultants (GEC).</li><li>
Provide guidance and oversee design development, implement construction supervision standardized procedures and documentation in consultation with allocated GECs.</li><li>
As the main point of contact for the GECs, the Senior Projects Manager will provide management and coordination with the GECs, RPD Area Section Heads and other PWA staff.</li><li>
Management of the GEC construction and commercial teams by analysing and reviewing construction costs and schedules and provide assistance in resolving claims and disputes.</li><li>
Collaboratively work with the Quality Assurance/Control Teams to organize and schedule quality audits for inspection works and required project documentation.</li><li>
Ensure the efficient and compliant implementation of Project Close Out Procedures with respect to format, quality, and completeness of Project documentation, all consistent with PWA and contract requirements.</li><li>
Ensure that all Project as-built documents are complete, accurate and delivered on-time.</li></ul>
Responsibilities

Assist the RPD Area Section Heads in managing the projects allocated to each GEC and advise on the assignment of new projects and works, managing budgets, review, recommend and process payments, review, recommend and process GEC change requests, and review, advise and report on claims.</li><li>
Collaboratively work with the RPD Area Section Heads for the delivery strategy of projects allocated&middot;</li><li>
Direct the RPD Area Team and manage resources based on agreed priorities.</li><li>
Monitor GEC programme delivery against established baselines for scope, schedule, budget, quality, risk, and safety.</li><li>
Ensure that observed issues that may potentially impact successful programme/project delivery are brought to the attention of the appropriate GEC managers, appropriate RPD Support Services staff, and PWA Area Section Heads.</li><li>
Raise program wide construction issues with the construction leads to assure unity in approach throughout the programme.</li><li>
Share lessons learned with other Areas, discuss issues and ensure consitency in approach throughout the programme.</li><li>
Review value engineering exercises submitted by GEC and report approval to PWA as appropriate.</li><li>
Optimise team performance and maintain high moral.</li><li>
Manage design and construction changes, and report to PWA with appropriate recommendation.</li><li>
Manage and report on GEC progress and commercial meetings for Head of Section progress meeting.</li><li>
Provide monthly updates on the progress of area projects.</li><li>

Ensure the GEC staffing and variance reports are recorded electronically onto the system, distribute to the GEC and maintain hard copies.</li><li>

Advise the construction leads on critical construction management issues and contract administration.</li><li>
Review and recommend approval of the construction inspection staff assigned by the GEC to PWA.</li><li>

Advise the Area Section Heads, Head of Engineering Support, and Lead Advisor on Budget Forecasts for the area and report and manage the design and construction budget for the area.</li><li>
Highlight all reports of overspend or under spend and recommend mitigation measures, implement measures when agreed with the Client.</li><li>
Manage the budget closely with the Area Section Heads.</li><li>
Follow up with commercial team on contractor&rsquo;s payments and recommend to PWA when ready.</li><li>
Follow up with the construction and commercial teams on construction SI/CIA/RVO/FRVO/EOT/Claims and provide final sign off before submission to Area Section Heads for onward transmission to ESD, STC or GTC.</li><li>
Review EOTs with Planning team and recommend output to Area Section Head.</li><li>
Assure quality and timely delivery of Tender documents.</li><li>
Issue Tender documents to PWA Contracts Department.</li><li>

The Senior Project Manager will provide direction and management for projects, ensuring on-schedule completion within or below budget in accordance with contractual obligations. This position typically manages projects up to $50 million in total installed cost.
What You'll Be Doing:

Serve as the primary liaison between client, design consultants, D&amp;B contractors, the cost consultant, and regulatory authorities.</li><li>
Coordinate decision-making across the executive stakeholders, ensuring their requirements and feedback are fully integrated into the project.</li><li>
Facilitate regular progress, coordination, and risk review meetings, maintaining transparent communication channels with all parties.</li></ul>
Fit-Out Management of High-Rise Corporate Facilities<ul><li>
Oversee the fit-out works for executive suites, open-plan collaborative areas, specialized facilities (e.g., gym, dining hall, staff caf&eacute;), and MEP-intensive zones.</li><li>
Ensure compatibility of fit-out works with core-and-shell systems including vertical transportation, district cooling, access control, and fire safety.</li><li>
Monitor interface management between architectural finishes and critical infrastructure (e.g., ICT, AV, security systems).</li></ul>
Quality Assurance and Regulatory Compliance<ul><li>
Ensure all works comply with the client's quality standards, health and safety regulations, Civil Defence approvals, and other statutory requirements.</li><li>
Review and approve design submissions, shop drawings, method statements, and commissioning protocols.</li></ul>
Risk and Cost Control<ul><li>
Identify, assess, and mitigate schedule and cost risks throughout project stages.</li><li>
Coordinate with the Cost Consultant to manage variations, change orders, and claims.</li><li>
Maintain accountability for budget tracking, progress reporting, and early escalation of deviations.</li></ul>
Experience:<ul><li>
Minimum 20 years of professional experience, including 10 years specifically managing high-end workplace or corporate office HQ fit-out projects.</li><li>
Minimum 5 years of continuous employment with the current firm or relevant organization.</li><li>
Project Type Expertise: Proven experience with large-scale, high-rise office buildings, including premium executive suites and complex stakeholder environments.</li><li>
Delivery Model: Strong understanding and hands-on experience with Design &amp; Build (D&amp;B) project delivery frameworks.</li><li>
Leadership &amp; Communication: Demonstrated leadership in coordinating multi-disciplinary teams and aligning diverse stakeholder groups, including executive-level clients, consultants, and contractors.</li><li>
Regional Experience: Prior experience in the GCC region is preferred; Qatar-specific fit-out delivery experience is an advantage.</li></ul> 
Qualifications

Education: Recognized degree in Architecture, Engineering, Construction Management, or Project Management.</li><li>
Professional Accreditation: Chartered or Registered Professional status is required.</li><li>
Certifications: PMP or equivalent project management certification preferred.</li></ul>
