IFC has embarked on an ambitious new growth strategy (IFC 3.0) to stimulate more investment activity. This strategy calls for generating unique opportunities by proactively working &ldquo;Upstream&rdquo; to create, deepen, and expand markets and to imagine, design and implement investment projects. It requires taking a systematic approach to understanding the regulatory and sector bottlenecks that prevent the flow of private capital into productive investment in our member countries and addressing these bottlenecks through World Bank Group engagement on policy reforms and programmatic interventions at the country and sector level. This strategy also calls for working with Governments and World Bank colleagues to first seek private sector solutions to address development challenges - where such solutions are advisable and can be effective - and reserve public financing for projects only when other options are suboptimal. This approach is called the &ldquo;Cascade&rdquo;.
IFC&rsquo;s Infrastructure Department is looking to hire an Investment Officer to join IFC&rsquo;s infrastructure investment team covering primarily the MCA Region (Middle East, Central Asia). The selected candidate will be based in Istanbul, T&uuml;rkiye and will be an integral part of the investment team working across the business cycle (business development, &ldquo;upstream&rdquo;, new investments and portfolio), but with a focus on leading and/or supporting business development, processing and managing IFC&rsquo;s investments throughout the life of IFC&rsquo;s investments.
Duties and Accountabilities
The role and responsibilities of the position will include but not be limited to the following:<ul><li>Contribute significantly to the development and implementation, in consultation with the IFC&rsquo;s regional and industry teams, of an integrated investment and advisory/upstream strategy that will enhance IFC&rsquo;s engagement on Infrastructure sectors.</li><li>Develop a strong pipeline of investment and advisory opportunities by following market trends, employing sector and country knowledge, and using market intelligence.</li><li>Develop innovative and appropriate financial structures for complex transactions. Structure moderately complex investment or advisory transactions incorporating lessons of project evaluations and portfolio management experience.</li><li>Actively participate in negotiation/documentation; use strong negotiation skills to develop solutions and overcome impasses in new business and portfolio transactions.</li><li>Perform credit risk rating assessments, covenant compliance reviews, and development impact assessment. Selection Criteria<ul><li>Master's degree or equivalent professional qualification in Business, Finance, Economics, or another relevant field.</li><li>At least eight years of relevant experience in infrastructure project investment and financing activities.</li><li>Experience across a number of financial products, including project finance, corporate debt, and more particularly equity.</li><li>Prior working experience in IFC/World Bank operational countries in the MCA region</li><li>Ability to interact directly and independently with the management of potential clients, financial and technical partners. The UN Trust Fund focuses on providing long-term grants to organizations that work in diverse contexts, particularly those representing marginalized groups, such as indigenous women, women living with disabilities, and women from rural or conflict-affected areas. Its investments are survivor-centered and aim to have sustainable, long-term impacts. To date, the UN Trust Fund has funded over 700 initiatives in over 140 countries and territories, significantly contributing to global efforts to end violence against women and girls.
Under the guidance and direct supervision of the Regional EVAW Portfolio Specialist in Europe and Central Asia (ECA), and a functional reporting line to the UN Trust Fund CD and Operations Manager, the Programme and Finance Analyst will support the UNTF ECA Regional Hub to ensure that the implementation of grants is consistent with UN Women rules and regulations. The Programme and Finance Analyst will contribute to research, financial management, and programme implementation including providing necessary operational, administrative and programmatic support. The Programme and Finance Analyst will also work in close collaboration with the operations, programme and projects&rsquo; staff in the ECA Regional Office and UN Women HQ as required for resolving complex finance-related issues and exchange of information. S/he will also support the Regional EVAW Portfolio Specialist with partner and stakeholder management, logistical support in coordinating events, convenings, advocacy spaces and support to civil society organizations (CSOs) and women&rsquo;s rights organizations (WROs) and partners with partner agreements, monitoring and reporting.
Scope of Work:
Contribute to the administrative and logistical management to the UN Trust Fund Regional EVAW R egional Hub
<ul><li>Undertake all logistical, administrative and financial arrangements for meetings, workshops, events, and missions.

 Job Overview:
 
 
 
 As the Chief Compliance Officer, you will be fully responsible for establishing, implementing, monitoring, and maintaining the company's global compliance program. You will ensure all company activities strictly adhere to local financial regulations, Anti-Money Laundering (AML), and Counter-Financing of Terrorism (CFT) regulations in Turkey (our primary market) and other operating regions, with a specific focus on requirements for crypto assets. You will be the primary representative for all communications with regulatory bodies (such as BDDK, MASAK, CMB).
 
 
 
 
 
 
 Key Responsibilities:

 Develop, review, and update the company's compliance policies, procedures, and control systems to address the rapidly changing regulatory landscape for cryptocurrencies in Turkey and internationally.

 Act as the primary liaison for all communications, reporting, and responses to inquiries from regulatory agencies like the Financial Crimes Investigation Board (MASAK), Banking Regulation and Supervision Agency (BDDK), and Capital Markets Board (CMB).

 Ensure strict implementation of AML/CFT processes including Customer Due Diligence (KYC), Enhanced Due Diligence (EDD), transaction monitoring, and sanctions screening.

 Oversee and ensure compliance with the Financial Action Task Force (FATF) "Travel Rule" and other international standards.
 </li>

 Lead the compliance team, providing compliance advisory, training, and guidance to all departments, fostering a strong culture of compliance.

 Qualifications:

 Bachelor's degree or higher in Law, Finance, Business, or a related field.

 Minimum 3 years of compliance experience within Turkish financial institutions (banks, securities firms, payment institutions) or a renowned cryptocurrency exchange/custody platform,

 Deep understanding and practical experience with Turkish financial regulations, particularly Law No. 5549 on AML, MASAK regulations, and the latest regulations on crypto assets.
 
 International perspective is a plus.

 Exceptional leadership, communication, and cross-functional collaboration skills.
