The Opportunity with McKinstry
We are seeking a Human Resources Operations Director to join our growing HR team in Seattle, WA.
As the HR Operations Director, you&rsquo;ll serve as a strategic-minded leader responsible for developing, implementing, and optimizing HR operational processes and systems across key functions, including Benefits, Pre-Employment &amp; Onboarding, HRIS, Compliance, and overall HR operational excellence. You will also act as the primary liaison between several Corporate Service units to ensure strong partnership and alignment.
This role includes overseeing the day-to-day operations of the HR Operations department while also leading cross-functional projects. Additionally, you will support the Sr. Director of People Experience &amp; Operations in evolving the HR Operations function from individual workflows into a unified People Operations platform centered on employee experience and business success. 
Key Areas of Focus<ul><li>
Provide strategic leadership and oversight for Benefits, Leave Administration, Immigration, Compliance, Onboarding, and Pre-Employment programs, ensuring operational excellence across all functional areas.</li><li>
Develop and execute a multi-year HR Operations roadmap focused on scaling processes, optimizing internal workflows, and enhancing the employee experience as the organization grows.</li><li>
Partner closely with HR Business Partners, Talent Acquisition, Total Rewards, HRIS, and Employee Relations to ensure seamless, end-to-end HR service delivery and a consistent employee lifecycle.</li><li>
Drive operational efficiency through process redesign, technology enhancements, automation opportunities, and standardized procedures that elevate service quality and reduce administrative burden.</li><li>
Establish and track key performance indicators (KPIs), service-level agreements (SLAs), and operational dashboards to measure effectiveness, identify gaps, and drive data-informed decisions.</li><li>
Lead strategic planning for Open Enrollment, compliance audits, policy updates, and other cyclical HR activities to ensure smooth execution and alignment with organizational priorities.</li><li>
Support strategic HR initiatives, including designing and delivering an upleveled, high-impact onboarding experience that strengthens new-hire engagement and accelerates readiness.</li><li>
Serve as an escalation point for complex benefits, leave, immigration, and compliance matters, ensuring thoughtful, legally sound, and employee-centric resolutions.</li><li>
Strengthening onboarding and pre-employment workflows to create a seamless, timely, and engaging experience that supports retention and operational readiness.</li><li>
Collaborate with Finance, Legal, IT, and business leaders to ensure cross-functional alignment, accurate reporting, and governance across all HR programs.</li><li>
Lead change management efforts for the rollout of new programs, and policies, ensuring stakeholders are informed, trained, and supported.</li></ul>

What You Need to Succeed at McKinstry<ul><li>
Deep operational HR experience with broad knowledge of how all HR functions interact and support one another.</li><li>
Minimum ten (10) years of progressive HR experience.</li><li>
Bachelor&rsquo;s degree in HR, business management, or related field; or equivalent work experience</li><li>
SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred.</li><li>

The pay range for this position is $140,300 - $211,900 per year; however, base pay offered may vary depending on job-related knowledge, skills, and experience. Purpose:

The Human Resource Generalist will perform human resource related duties by partnering with employees and management to communicate various policies, procedures, laws, standards, and government regulations. This role is also responsible for preboarding activities.

Primary Responsibilities:
<ul>
<li>Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance; productivity, recognition, and morale; occupational health and safety; and training and development.</li>
<li>Attends and participates in employee disciplinary meetings, terminations, and investigations.</li>
<li>Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.</li>
<li>Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.</li>
<li>Performs other duties as assigned.</li>

Education/Experience Requirements:

This is a Programs Operations Specialist position in UW Study Abroad, within the organization of the Office of Global Affairs. This position manages a portfolio of UW study abroad programs under the general direction of the Assistant Director. It involves extensive work with UW faculty and staff, international education partners, and program management. This position&rsquo;s working title is Program Specialist.
The Student Programming Team Program Operations Specialist requires a pro-active, organized and creative person with strong communication and problem-solving skills. The individual must be an effective planner, highly organized, and work without close supervision. They must manage and coordinate large amounts of information and effectively work with others on the Student Programming Team, faculty, department chairs, and university staff, as well as with students from a wide variety of cultural, ethnic, educational, and economic backgrounds. This position will directly advise students, create content for outreach and advising, and work with student applications through our online application management system (Terra Dotta).
JOB DUTIES:
Program Administration and Development:
Manage a suite of programs. Depending on the types of programs the Program Operations Specialist supports, duties include but are not limited to:
<ul><li>Manage a portfolio of study abroad programs as determined by the Assistant Director in consultation with the Student Programming Teams and UW Study Abroad leadership. These programs could be faculty-led programs, inbound or outbound exchanges, partner programs, or internships as needed;
</li><li>Advise faculty, academic departments, and administrative units on program operations, program processes, and both UW and UW Study Abroad specific policies;
</li><li>Guide campus partners through the steps necessary to develop and launch a study abroad program ;
</li><li>Support the programs from the proposal review phase (if applicable) or application phase to the final wrap-up and evaluation;
</li><li>Work with contacts on campus and worldwide to build relationships of benefit to UW Study Abroad and our students;
</li><li>Review programs for student health, risk, and safety issues. Advise campus and international partners on program activity planning;
</li><li>Advise students about study abroad opportunities and scholarships to support their goals. Identify options that meet students&rsquo; personal and academic objectives. Provide guidance about application processes, academic credit, enrollment, pre-departure planning, foreign visa applications, and funding opportunities. Select students for participation if applicable;
</li><li>Work closely with UW academic and administrative units to inform them about current UWSA programs/processes and to problem solve;
</li><li>Ensure that all program brochures, study abroad budget sheets, application instructions, application open and close cycles, and student records for programs are efficiently managed, instructive, accurate, current, and clear.
</li><li>Make updates according to the student programming team master calendar;
</li><li>Collaborate with UWSA team to develop systems and resources to support study abroad students (outbound and potentially inbound) and ensure consistency in the way that advising services and scholarship resources are delivered;
</li><li>Respond to a high volume of email, phone calls and visits.
</li></ul>Student Programming Team Duties:
Under the supervision of the Assistant Director, the Program Operations Specialist will actively be involved in some or all of the following:
<ul><li>Participate in the development of UW Study Abroad&rsquo;s operational policies, procedures, and activities. This task may require coordination with other UW units, especially the Registrar&rsquo;s Office, Financial Aid, academic departments, and the Global Travel Health &amp; Safety Team
</li><li>Assist in developing a strategy for reaching enrollment and interest goals in study abroad programming;
</li><li>Collaborate with the UWSA student programming team to develop training models and ongoing modules for more precision in student advising;
</li><li>Coordinate, assist with, and present at events, workshops, and orientations;
</li><li>Provide assistance to faculty, staff and partners to ensure compliance with state and federal laws, UW policies and procedures, and NAFSA/FORUM best practices;
</li><li>Develop and create promotional materials including brochures, posters, and web pages used to advertise and market study abroad options to students;
</li><li>Perform maintenance tasks in Terra Dotta specific to programmatic and team needs, including checking in proposals, opening programs, creating cost sheets, creating and updating templates;
</li><li>Provide general study abroad advising across all program types;
</li><li>Support other operational and/or administrative duties as assigned.
</li></ul>Working Group and General Office Duties:
<ul><li>Participate and contribute to one or more office-wide working groups (e.g. Strategic Planning, Sustainability, Race &amp; Equity, Internal Culture, etc)
</li><li>Participate in Withdrawal/Emergency Withdrawal review processes
</li><li>Supervise student workers (if applicable)
</li><li>Other projects as assigned.
</li></ul>Minimum Requirements:
<ul><li>Bachelor's Degree
</li><li>1 year of work experience with international education or a related field.
</li></ul>Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
