 To coordinate implementation of the KOC PMC Safety policies, HSE Management System and Project specific HSE. Management Plans as they apply to the project.  Specific Accountabilities

 Monitor the EPC contractor HSE Management System and provide advice and assistance to EPC HSE managers so they comply in a consistent way to reduce the risk to the project employees and the environment.

 Ensure the EPC contractors develop implement and maintain a specific project Risk Management Plan.

 <li>
 Ensure EPC contractor subcontractor selection (ITB) processes are developed and implemented on a timely basis in accordance with KOC expectations.

 Provide advice and guidance to the EPC contractor management team on HSE issues through the interpretation of KOC policies and statutory requirements.
 </li>
 <li>
 Ensure EPC contractors establish and maintain statistical data concerning all matters of health and safety, training programs with which to provide a basis for development of further health and safety activities, to highlight trends for future action.
 </li>
 <li>
 Monitor compliance with all Kuwait legislative requirements including the dissemination of information to PMC and EPC managers and employees regarding amendments/ additions to requirements as they come into effect.

 Review EPC contractor Safety Management System and advise of required changes. Develop and maintain professional relationships with KOC, regulatory bodies and EPC contractor to foster the professional image of WorleyParsons.

 <li>
 Visit the project site on a regular basis to ensure interest and awareness of HSE is maintained, conduct regular safety talks and safety training sessions relative to the nature of activities being undertaken.

 Other key activities shall include but not be limited to the following:

 Pro-actively visit site and with the EPC contractor implement safety measures- promote/ensure safe work practices.

 Ensure quality safety observation program is implemented and maintained on each site/project and ensure follow up on findings.

 Assist EPC contractor construction management personnel in identifying hazards and in planning and organizing the work such that a safe working environment is maintained.

 Assist EPC sub-contractor Safety advisors and site management in the development and revision of specific site safety programmers.

 Maintain a HS&amp;E audit and assessment program for the location.

 Carry out regular inspections of the work areas with the respective EPC contractor line manager and or HSE representative and prepare reports.

 Disseminate safety information throughout the workplace via bulletin boards, posters, newsletters etc.

 Ensure HSE safety inductions are undertaken in accordance with the EPC contractor SMS requirements for all new employees of the company and its subcontractors

 What You'll Do
 
 
 
 <ul>
 <li>
 Management, control, coordination and supervision services as well as assistance for the assigned project inclusive of budget formulation, cost control and quality assurance.
 </li>

 Management of support services for supervising and directing engineering, procurement and management of construction contractors appointed by the Client.
 </li>
 <li>
 Management of services for Oil &amp; Gas production activities including start-up and initial operations assistance as well as operational personnel and systems as required by the Client.
 </li>
 <li>
 Reports to the Line Manager and is authorized to deputize for him during his absence with a proven track record of managing multi-projects in general and Design &amp; Engineering and Construction function in particular, in the oil and gas industry
 </li>
 <li>
 Is responsible for developing the overall strategy for soil remediation in the assigned areas, it includes contracting strategies and management of contractors.
 </li>
 <li>
 Manage and coordinate multidiscipline engineering activities to ensure projects such as FEED (front end engineering design) studies and preparation, ITB (invitation to bid) check estimate preparation, LSTK (lump sum turnkey) tender package preparation are executed in a safe, efficient, cost effective and timely manner.
 </li>
 <li>
 Act as primary technical coordination interface with client to ensure that the client&rsquo;s expectations are satisfied.
 </li>
 <li>
 Ensure the project conforms to the client&rsquo;s approved Basis of Design and all applicable regulatory and code requirements.
 </li>

 Primary Objective
 
 
 
 <ul>
 <li>
 Manages, provides advice on and administers all activities concerned with contracts for works and services associated with oil and gas facilities projects carried out under various contract forms and modes of reimbursement.
 
 
 </li>
 </ul>
 
 Specific Accountabilities
 
 
 
 <ul>
 <li>
 Responsible for pre &ndash; award activities including bid invitation preparation, processing queries from bidders, preparation of bid evaluation programs, evaluation of bids, negotiation, contract preparation and award formalities;
 </li>
 <li>
 Responsible for post &ndash; award activities including conducting kick &ndash; off meetings, coordinating all contract submittals and correspondence, preparation and processing of variation orders, claims and close out;
 </li>
 <li>
 Manages the drafting of Invitation to Tender packages for contracts for large O&amp;G facilities projects. Review and, if necessary, proposes comments on and propose alternative text/clauses to client contract conditions;
 </li>
 <li>
 Reviews issues with legal, risk management, tax, and accounting personnel as a condition precedent to submitting to management for approval;
 </li>
 <li>
 Functions as a part of a negotiating team consisting of project management staff, to establish the terms and conditions of a contract;
 </li>
 <li>
 Monitors and ensures the business provisions of assigned contracts are administered to ensure compliance with contractual terms and conditions. Keeps the Projects Contracts Manager advised as to the scope, financial, and risk features of applicable contracts;
 </li>
 <li>
 Ensures documentation to negotiate change orders are properly produced and maintained;
 </li>
 <li>
 Prepares letters to clients requesting approvals and interpretations necessary to comply with the provisions of the contract.
 </li>
 <li>
 Ensure project/facility acceptance documents are prepared and are followed through and that acceptances are signed by the client;
 </li>
 <li>
 Furnishes business and financial information requested by the client concerning the project, as delegated by the Project Manager;
 </li>
 <li>
 Identifies contractual problems and take appropriate action to ensure a satisfactory resolution. Follows up on those problems which demand management attention, to ensure timely response to the client; and
 </li>
 <li>
 Management of Contract Quality standards.
 
 
 </li>
 </ul>
 
 Qualifications/Experience
 
 
 
 <ul>
 <li>
 Must have a Bachelor's Degree in Engineering or Degree in Science, Commerce or Law.
 </li>
 <li>
 Chartered status (MRICS) or equivalent professional qualifications
 </li>
 <li>
 Relevant experience in similar role
 </li>
 <li>
 Extensive knowledge of Contractual Terms &amp; Conditions and Commercial Contract Law;
 </li>
 <li>
 Excellent understanding &amp; extensive experience of the procurement and contract administration processes and principles from preparation and issue of Bidders Lists, Contracting Plans and bid invitation package preparation through to award, administration and close out of Contracts;
 </li>
 <li>
 Strong grasp of procedural requirements &amp; necessity of providing an Audit Trail for Management purposes
 </li>
 <li>
 Middle East/Arabian Gulf experience is preferred but not mandatory.
