We are seeking a Senior Administration and welfare Head — a senior HR–Operations hybrid leader responsible for managing the company’s extensive blue-collar workforce of over 40,000 technicians/blue collar workers
This is a strategic and operational leadership role focused on bringing structure, discipline, and efficiency to Blue Collar Workforce management — covering accommodation, meals, welfare, deployment, and performance analytics.
It blends human resource governance with business operations control, ensuring welfare excellence and operational precision.
Key Responsibilities
Workforce Operations & Governance
- Oversee and monitor Blue Collar Workforce deployment, utilization, and daily performance across multiple projects.
- Establish data-driven systems for manpower forecasting, allocation, and productivity tracking.
- Manage large-scale logistics such as accommodation, meals (150,000+ daily), and transport operations with zero-error tolerance.
- Develop and enforce SOPs for Blue Collar Workforce welfare administration across all company sites.
Blue Collar Workforce Welfare & Administration
- Ensure high standards of living conditions, hygiene, catering quality, and health & safety across worker facilities.
- Maintain a structured system for accommodation planning, food distribution, and welfare budgeting.
- Partner with procurement to manage vendors and coordinate with facility management and catering partners.
Leadership, Relations & Discipline
- Act as a bridge between HR, Operations, and Project Management to align Blue Collar Workforce deployment with project needs.
- Promote a culture of discipline, accountability, and continuous improvement among the blue-collar workforce.
- Handle workforce grievances, morale issues, and communication through structured engagement programs.
Strategic Transformation
- Lead the initiative to shift workforce management under structured HR governance, away from ad hoc site control.
- Introduce digital systems and analytics for accurate manpower reporting and operational forecasting.
- Identify gaps in manpower efficiency and implement continuous optimization strategies.
Candidate Profile
- Background: Ex-Army / Defense Officer OR Senior Operations / Business Head experienced in managing large-scale manpower operations.
- Experience: 20+ years total experience, with at least 15 years in construction, industrial, or facilities operations.
- Leadership Traits: Structured, disciplined, analytical, and people-oriented.
- Education: Graduate in Business, HR, or Engineering preferred.
- Personality: Mature, calm, firm decision-maker capable of commanding respect and driving process discipline.

Job Type: Full-time
Pay: AED30,000.00 - AED40,000.00 per month
