Position: Senior Business Systems Analyst - Solicitation # 529601512

Location: Hybrid – Austin, TX (3 days remote, 2 days onsite: Mon & Fri)

Duration: 10/20/2025 – 08/31/2026 (with renewal options)

Work Hours: Monday–Friday, 8:00 AM – 5:00 PM (occasional evenings/weekends as needed)

Eligibility: Local candidates only (within a 50-mile radius of Austin, TX)

Our direct client, Texas Health and Human Services Commission (HHSC) in seeking Senior Business Analyst , Applications/Software Development. This role is ideal for someone who thrives at the intersection of business processes, technology, and policy analysis, and who can lead the translation of business needs into effective IT solutions.

Key Responsibilities:

Business Analysis & System Design

  • Conduct reviews, analyses, and evaluations of business systems and user needs to ensure alignment with organizational strategies.
  • Design and formulate system solutions that enhance business effectiveness through business process reengineering and technology innovation.
  • Develop business process maps, reengineering strategies, and related documentation using industry-standard tools.
  • Translate user needs into detailed technical and functional documentation, including program functions and development steps.
  • Prepare solution options, risk assessments, and financial analyses (cost/benefit, ROI, buy vs. build) to support informed decision-making.

Policy & Systems Alignment

  • Analyze HHSC assistance program policies and procedures to determine their impact on Social Services Applications (SSA) automated systems (TIERS, SSP, EST, and related platforms).
  • Collaborate with HHSC business units and external stakeholders to define and document system-related business requirements.
  • Serve as a senior analyst in developing and implementing eligibility program business rules, requirements, and technical specifications.

Quality Assurance & Process Improvement

  • Establish, implement, and maintain quality assurance processes, best practices, and performance standards across SSA systems.
  • Monitor internal operations and vendor performance measures, reporting deficiencies to leadership.
  • Lead continuous process improvement initiatives by analyzing performance data, identifying trends, and recommending enhancements.
  • Perform root cause analysis and develop corrective action plans for IT systems and processes.

Stakeholder Engagement & Documentation

  • Provide peer reviews of business requirements documentation and coordinate technical writing and editing activities.
  • Review complex project deliverables (e.g., charters, design docs, test plans, risk assessments), offering expert feedback.
  • Act as lead in preparing documentation and responses for internal and external audits.
  • Prepare and deliver communications, reports, and presentations for staff, stakeholders, and executive leadership.

Support & Technical Assistance

  • Provide production support and technical assistance to users of SSA eligibility systems, ensuring issues are resolved efficiently.
  • Mentor and guide SSA staff on requirements gathering, documentation, and best practices in business systems analysis.

Required Skills & Experience (Minimum 4 Years Each):

  • Mentoring and providing consultation in IT/business systems
  • Analyzing and interpreting regulations, policy, and system documentation
  • Strong written communication; ability to translate business needs into technical documentation
  • Planning and coordinating group work activities
  • Detecting, diagnosing, and designing solutions for system issues
  • Engaging effectively with diverse stakeholders
  • Preparing business requirements, technical specifications, and related artifacts

Terms of Service:

Services are expected to start 10/20/2025 and are expected to complete by 08/31/2026. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
