Position Overview:


We are seeking a highly skilled Procurement Specialist to join our team in Dubai, United Arab Emirates. In this critical role, you will support the development of bids and proposals, ensuring our organization's competitive edge in securing new business opportunities.

Interfaces with business line growth team and operations to support the process of winning work. Support responses to client RFI/RFQ/RFPs and apply standard pursuit processes to ensure efficiency in schedule and bid compliance to support proposal strategy and business strategic planning efforts.


Responsibilities:


  • Review project specifications, BOQs, and drawings to identify procurement requirements during tender stage.
  • Prepare and send RFQs/RFPs to vendors and subcontractors.
  • Analyze vendor quotations for compliance with technical specifications and commercial terms.
  • Negotiate with suppliers to obtain the best possible pricing, delivery timelines, and terms.
  • Evaluate and prepare comparative statements for technical and commercial bids.
  • Develop preliminary procurement plans and cost estimates to support tender submissions.
  • Build and maintain a qualified supplier and subcontractor database.
  • Collaborate with engineering and estimating teams to ensure alignment between procurement and project execution strategies.
  • Ensure all procurement activities comply with internal policies and external regulations.
  • Support post-award procurement and subcontracting activities as needed.


Qualification and Experience:


  • Bachelor’s degree in engineering (Mechanical, Electrical, Civil, or related discipline).
  • Minimum of 5 - 7 years of experience in procurement, tendering, or engineering roles.
  • Strong knowledge of procurement and tendering processes in construction industry.
  • Familiarity with international procurement standards and vendor qualification processes.
  • Advanced proficiency in Microsoft Office Suite (Excel, Word, PowerPoint)
  • Strong analytical, negotiation, and communication skills.
  • Ability to interpret technical drawings, specifications, and scopes of work.
  • Strong analytical and financial modelling skills
  • Excellent written and verbal communication skills
  • Experience in the Middle East market preferred
  • Ability to work in Dubai, United Arab Emirates
  • Knowledge of local business practices and regulations
