Manager, IT Procurement
Purpose:
The job holder will procure equipment, goods, and services in line with university policies and standards, ensuring best value, quality, and timely delivery. The role is responsible for managing the full procurement cycle, from requisition review and market analysis to vendor negotiation and contract administration, while maintaining compliance, ethical practices, and effective use of university funds.
Responsibilities:

Procurement Execution: Plan, execute, and oversee the purchase of equipment, goods, and services in compliance with university policies and procurement standards

Vendor Management: Maintain qualified vendor lists, assess supplier performance, and identify new sources of supply to ensure competitive pricing, reliable delivery, and high-quality standards

Tendering and Bidding: Prepare and issue Requests for Proposals (RFPs) and Requests for Quotations (RFQs), review and compare bids, and coordinate the evaluation, and award process in line with AUC guidelines

Contract Administration: Draft, review, and finalize purchase orders and contracts, verify terms, delivery schedules, and payment conditions, and ensure conformance with university and legal requirements

Budget and Cost Control: Review requisitions against budgets to ensure availability of funds, contribute to the budget and encumbrance management process, and achieve cost savings without compromising quality

Market Analysis: Monitor market conditions and pricing trends, evaluate availability of materials and services and recommend suitable purchasing methods and alternatives

System Administration: Perform purchasing functions using the SAP system, ensuring accurate data entry, approval workflows, and compliance with automated procurement controls

Performance Monitoring: Track and report on procurement metrics, including key performance indicators (KPIs), supplier evaluations, and operational control reports to support continuous improvement

Internal Client Support: Coordinate with internal departments to define needs, refine specifications, and ensure timely delivery, provide regular updates on order status, and gather client satisfaction feedback

Policy and Compliance: Apply AUC procurement policies and ensure all transactions meet internal control, audit, and documentation standards

Continuous Improvement: Participate in policy development, process optimization, and automation initiatives, identify, and address root causes of procurement challenges

General Administrative Support: Perform other related duties as requested
Qualifications and Skills:
Education and Experience:

University degree is required

Supply Chain Management (SCM) or Chartered Institute of Procurement and Supply (CIPS) certification(s) is an asset

Minimum of seven years of experience, with four years in procurement
Technical Skills:

Procurement Knowledge: Sound understanding of purchasing cycles, tendering, and order processing.

ERP Use: Ability to process requisitions, purchase orders, and supplier data accurately using SAP or similar systems.

Analytical and Negotiation Skills: Evaluate quotations, compare offers, and conduct basic negotiations to achieve best value.

Market Familiarity: Awareness of supplier markets and pricing trends relevant to assigned categories.

Contract Awareness: Basic understanding of contract terms, payment schedules, and delivery conditions.

Vendor Coordination: Communicate professionally with suppliers to ensure proper documentation, timely delivery, and issue resolution.

Behavioral: Customer-oriented, diplomatic, ethical, and able to work independently.
