Senior Commercial Manager (Civil Engineering)

About the Role
Are you the financial guardian of major infrastructure projects? Flash Asphalt Paving Ltd is seeking a Senior Commercial Manager to protect our margins and drive profitability in Abu Dhabi.

This is a critical role for a Quantity Surveying (QS) veteran who understands that paving is a game of precision—both on the road and on the balance sheet. You will oversee the commercial lifecycle of our roadworks and infrastructure projects, from the initial tender to the final account. We are looking for a negotiator who knows FIDIC contracts inside out and can spot a variation claim before the asphalt even cools. Key Responsibilities

• Commercial Strategy: Lead the commercial management of multiple road and paving projects, ensuring robust cost control and accurate cash flow forecasting.
• Contract Administration: Manage Main Contracts and Subcontracts under FIDIC conditions, ensuring strict adherence to notice periods, payment terms, and risk allocation.
• Claims & Variations: Proactively identify and value variations, preparing comprehensive claim submissions to maximize entitlement and mitigate disputes.
• Cost Reporting: Produce monthly Cost Value Reconciliations (CVR) and project margin reports for the Board, highlighting risks and opportunities.
• Supply Chain Management: Oversee the procurement of subcontractors and material suppliers (bitumen, aggregates), negotiating favorable terms to protect project margins.
• Final Accounts: Lead the negotiation and settlement of Final Accounts with clients (Government/Private) and supply chain partners.

What We Are Looking For

• Experience: 12+ years in Quantity Surveying or Commercial Management within the Civil Engineering sector (Roads, Highways, Infrastructure).
• Local Expertise: At least 5 years of experience in the UAE, with a deep understanding of Abu Dhabi government entities (DMT, Musanada, Aldar) and their payment procedures.
• Qualifications: Bachelor’s degree in Quantity Surveying or Civil Engineering. MRICS or RICS membership is highly preferred.
• Contract Knowledge: Expert-level knowledge of FIDIC (Red/Yellow books) and standard methods of measurement (CESMM).
• Leadership: Proven ability to mentor a team of Quantity Surveyors and Estimators.
